According to the \"Regulations on the Reporting, Investigation, and Handling of Production Safety Accidents\" issued by the State Council, an accident that results in the death of 10 to 30 people is considered a major accident. Those responsible for such an accident must take immediate action to save lives as a top priority upon receiving reports of the accident, and they must report to the relevant authorities within 1 hour. The report should include information such as an overview of the unit where the accident occurred, the time, location, and conditions at the scene; a brief description of the accident; the number of casualties that have occurred or may occur; the measures that have been taken; and any other information that needs to be reported. The accident investigation team must submit an investigation report within 60 days. The main responsible persons should be subject to penalties such as removal from office, dismissal, or suspension for observation. The top leaders and supervisors of the unit shall, depending on the extent of their responsibility, be removed from office or given a severe reprimand, along with a fine equivalent to 3 to 4 times their average monthly salary. In the event of serious management failures, dismissal shall be imposed, and the individual shall not hold any important leadership positions for 5 years.

Local authorities, enterprises, supervision agencies, and construction companies are all involved; the key is to determine the cause of the accident. 　　From the perspective of project construction models alone, a facility with an annual production capacity of 450,000 tons of synthetic ammonia and 800,000 tons of urea is by no means a small project. Why then did Jianfeng choose the E+P+C model, which entails taking on all the risks itself, rather than engaging a qualified engineering company to carry out the EPC contract work?

Ongoing projects should be the responsibility of the contracting company! Sigh, what does it matter who’s in charge? Can the dead come back to life? ! ! ? What does a supervisor do? ? ! ! No more complaining; it’s useless. It’s better to focus fully on doing one’s job well and ensuring safety in the area.

In accordance with the relevant provisions of quality laws, in the event of an accident caused by issues related to the quality of the installation work, responsibility must be held, regardless of how many years have passed. In the case of such serious accidents, the relevant authorities are certainly going to conduct an investigation. Hold the responsible parties accountable and bring them to justice.
