Distance between oil well and heater

I plan to work at a small oil field, and I noticed that some heating furnaces are only about 15 meters away from oil wells and oil tanks. According to Article 5.2.3 of the \"Code for Fire Protection Design of Petroleum and Natural Gas Engineering\" (GB50183-2004), the distance between heating furnaces and oil wells or oil tanks should be no less than 20 meters. However, the deputy team leader who was with me at that time said that for a single oil well, a distance of 15 meters is sufficient. I checked the specifications again; if it is to be used as a water-jacketed furnace, the distances required from oil tanks and oil wells are only 15 meters and 9 meters respectively. Could it be that I have confused the heating furnace with the water-jacketed furnace? What is the difference between the two?
According to the provisions of 5.2.3 in the \"Code for Fire Protection Design of Oil and Gas Engineering Projects\" (GB50183-2004), there are indeed different requirements regarding the distance between heating furnaces and water-jacketed furnaces and oil and gas wells. The main difference between heating furnaces and water-jacketed furnaces is that the former use direct flames while the latter employ indirect heating. The former is more dangerous.
A water-jacketed furnace is different from a heating furnace; a water-jacketed furnace uses flames to heat water, which in turn is used to heat the medium, representing an indirect heating method with relatively lower risk； In a tubular heating furnace, the flame heats the medium directly, so the level of danger is certainly higher.
