In the petrochemical industry, when determining the order of priority, urgency, and importance among safety, environmental protection, quality, and efficiency, it should be such that safety comes first, followed by environmental protection, then quality, and finally efficiency. Is environmental protection second, or quality second?
The second reason related to environmental protection is as follows: departments such as the Safety and Environment Department or the Safety and Environment Section are named in this way. The reason is that most chemical enterprises are high-risk industries with severe pollution. In the past, **localities did not pay much attention to environmental protection. As people gained a deeper understanding of nature and realized the impact of environmental degradation on humanity, they increased investment in environmental protection measures, and various laws and regulations were established to bring about changes in environmental protection. Therefore, safety comes first, followed by environmental protection. The environment is a necessary condition for human survival; without an environment in which to live, there can be no talk of efficiency or quality.
The Analytic Hierarchy Process is used to solve it. Or methods such as fuzzy analytic hierarchy process can also provide a relatively scientific basis for determination.
In my opinion, it is still necessary to consider the actual situation of the enterprise as well as the existing problems; there can be no one-size-fits-all approach ! !
