What does plant-level training cover, and why does it take 3 days?

According to relevant requirements, new employees must undergo three levels of safety training upon joining the factory, with the training duration being no less than 72 hours in cases involving hazardous chemicals. However, in practice, there isn’t enough material to cover such training over 3 days; sometimes it’s completed in just 1 day, and it seems that there is a severe shortage of training materials. I was wondering if any teacher could provide some advice or materials? Thank you!
Our training programs usually last one week and mainly cover: the production characteristics of chemical enterprises； Properties of the production medium and raw materials ； The hazard of each unit process ； **Basic knowledge of fire protection work ； Emergency accident plan ； Knowledge related to environmental protection ； The corresponding factory regulations and laws, etc.
3 days: 1 day at the company level, 1 day at the factory level, 1 day at the team level
The company provides education on basic safety knowledge, regulations, and legal requirements; the duration of such training must be no less than 42 class hours. The main topics include: (1) the Party’s and **’s guidelines and policies regarding work safety； (2) Safety production regulations, standards, and legal awareness ； (3) The production process of this unit, as well as the rules and regulations regarding safe production and safety discipline. (4) The unit’s safety production situation, major accidents that have occurred in the past, and the lessons to be learned from them ； (5) How to rescue the injured, eliminate hazards, protect the scene, and report promptly after an accident occurs.
The department conducts on-site education on rules and regulations as well as compliance with these rules, with the training duration being no less than 24 class hours. The main contents include: (1) the characteristics of construction (production) in this unit and basic knowledge of construction (production) safety； (2) The unit’s (including construction and production sites) safety production systems, regulations, and safety precautions ； (3) Safety and technical operating procedures for this type of work ； (4) Basic safety knowledge such as mechanical equipment, electrical safety, and work at heights ； (5) Knowledge of fire prevention, poison prevention, dust prevention, and explosion prevention, as well as knowledge of safe handling in emergency situations and safe evacuation procedures ； (6) Standards for the distribution of protective equipment and basic knowledge on the use of such equipment and supplies.
Team safety production education is conducted by the team leader, or by the team safety officer along with experienced workers who are skilled in their work and place great emphasis on safety production. Conduct education on safe operating procedures for this type of work, as well as team safety policies and disciplines; the training duration must be no less than 16 class hours. The main contents include: (1) the characteristics of work in this team and the relevant safe operating procedures ； (2) Team safety activity system and discipline ； (3) Take care of and use safety protection devices (facilities) and personal protective equipment properly ； (4) Unsafe factors prone to causing accidents in this position and corresponding preventive measures ； (5) The working environment for this position, as well as the safety requirements for the mechanical equipment and tools used.

Main contents of safety production education and training at the factory (mine) level: Basic knowledge of safety production; the factory’s or mine’s safety production regulations and rules; labor discipline; hazards present in the workplace and at job positions, as well as preventive measures and emergency response procedures for accidents; relevant accident cases, etc. At the factory (mine) level, such education and training is generally organized by the human resources department, with the support of the safety and technical management department

There is a lot of training content, but sometimes there are no dedicated personnel to carry out this training.
**Article 16 of Order No. 3 issued by the State Administration of Work Safety, titled “Regulations on Safety Training for Production and Business Entities”, stipulates that the content of pre-job safety training at the factory (mine) level shall include: (1) The entity’s safety production status and basic knowledge of safety production； (II) The unit’s safety production regulations and labor discipline ； (III) Rights and obligations of employees regarding work safety ； (IV) Relevant accident cases, etc. In addition to the aforementioned contents, the factory/mining-site-level safety training for production and operation units in the coal mining, non-coal mining, hazardous chemicals, fireworks and firecrackers industries should include elements such as accident emergency response, drills for accident emergency plans, and preventive measures. That’s right, it’s 72 hours of training (for hazardous chemicals), but it doesn’t take three days; it generally takes about a week. These are all the contents of plant-level training.

You can also study the relevant standards, regulations, and laws. Find the content online by yourself; once you organize it, it becomes yours.
