1. Specifically, these include: (1) Conventional coke oven enterprises should construct, in accordance with design specifications, secondary biological treatment facilities for phenol-cyanide-containing production wastewater, a reuse system, and emergency storage tanks for such wastewater. (2) The ammonia water circulation tanks and tar separation tanks in enterprises that produce semi-coke (lignite coke) should be built above ground level. For produced wastewater, effective treatment facilities such as wastewater incineration, or biochemical treatments for ammonia removal, phenol removal, and cyanide removal must be installed. In accordance with design specifications, storage tanks for accidental releases of produced wastewater should also be provided; it is strictly prohibited to discharge such wastewater outside. Technological Progress Coking enterprises are encouraged to adopt advanced and applicable technologies such as coal moisture adjustment, air separation for moisture control, compacting coking, blended coal coking, conversion of pulverized coal into semi-coke, dry quenching of coke, quenching with low moisture content, heat pipe heat exchange, heat transfer oil heat exchange, treatment of coking plant dust, advanced treatment and reuse of coking wastewater, production of methanol from coking gas, production of synthetic ammonia from coking gas, hydrogenation refining of benzene, production of needle coke from coal tar, hydrogenation treatment of tar, and further processing of coal tar products. VII. Supervision and Management 1. The investment management, land allocation, environmental impact assessment, energy evaluation, and credit financing for construction projects of coking enterprises must comply with these entry requirements. The environmental impact assessment report shall be submitted to the environmental protection administrative department at the provincial level or above for approval, after the provincial industry regulatory department has provided its preliminary review opinions. 2. Before the production facilities of coking enterprises are completed and put into operation, a joint inspection team organized by the provincial-level or higher administrative departments in charge of the coking industry and environmental protection shall conduct supervision and inspection in accordance with the requirements set out in paragraphs 1 and 2 of these admission criteria. If, upon inspection, the requirements for admission are not met, the environmental protection administrative authority will not issue a pollution discharge permit; the industry regulatory authority shall order that the relevant construction work necessary to meet the admission requirements be completed within a specified time frame. If the requirements are still not met, the environmental protection administrative authority shall revoke its pollution discharge permit in accordance with relevant laws and regulations; the water and electricity supply department shall, after obtaining approval from the administrative authority at the same level, cease the supply of electricity and water in accordance with the law. 3. The coking construction project shall meet the indicators regarding resource (energy) consumption, comprehensive utilization of by-products, and environmental protection specified in paragraphs 4 and 5 of these admission requirements within 6 months of commencing operation. The provincial authorities in charge of the coking industry, together with the environmental protection authorities, shall supervise and inspect the compliance with the entry requirements for the coking industry in their respective regions. The Ministry of Industry and Information Technology shall organize relevant departments to conduct irregular spot checks and inspections. 5. The China Coking Industry Association should strengthen its analysis and research on domestic and international coke markets as well as the development of coking process technologies, and promote new technologies for environmental protection, energy conservation, and comprehensive resource utilization in the coking industry ; Establish an evaluation system that meets the admission criteria, and provide scientific and fair evaluation opinions ; Research is conducted to establish an evaluation index system for clean production, with active promotion of clean production within the industry ; Assist **the relevant departments in carrying out supervision and management. 6. The Ministry of Industry and Information Technology regularly publishes a list of coking production enterprises that meet the admission requirements. Coking production enterprises that meet the eligibility criteria can benefit from relevant support policies and obtain the qualification to export coke products in accordance with the applicable procedures. 7. For new or expanded coking construction projects that do not meet the admission requirements, environmental protection administrative departments shall not grant environmental approval, financial institutions shall not provide credit, and power supply agencies shall suspend power supply in accordance with the law. For enterprises that are revoked or ordered to close by the local people’s authorities **or the relevant regulatory agencies in accordance with the law, the relevant regulatory departments shall revoke the corresponding licenses in accordance with the law, while the administrative departments for industry and commerce shall order such enterprises to carry out changes in their registration records or to have their registrations cancelled. Additional Provisions These admission requirements apply to enterprises in the coking industry located within the People’s Republic of China (with the exception of special regions such as Taiwan, **, and Macau). If the ** and industry standards mentioned in these admission requirements are revised, the revised standards shall apply. These admission requirements shall come into effect as of January 1, 2009; **Announcement No. 76 of 2004 issued by the Development and Reform Commission, titled \"Admission Requirements for the Coking Industry\", shall be repealed simultaneously. These admission requirements are interpreted by the Ministry of Industry and Information Technology, and may be revised in light of industry development trends and macro-control requirements.
