There are many explanations for such words; use them flexibly. From simple to difficult, building up little by little. The poster’s major is Chemical Engineering English; they shouldn’t be stumped by this term, right?
Agreed; language is meant for communication, and this is even more true for technical translation. The goal is simply to ensure that the other party understands, without having to adhere to publication standards in everything.

The truth is that it’s hard to be sure, because the outline mentioned by him (the technician or negotiator) isn’t really an official \"outline\" in the true sense; terms like agenda, outline, and minutes sound too formal and too official. In my understanding of what he meant, by outline he was referring to just the main points of discussion, or the key issues, so I thought it would be better to use a simpler term to convey that meaning, and that’s why I chose \"main topics\".
