Solutions for sleeping on duty

In our workplace, people are often caught sleeping on duty, and the fines incurred can exceed 2,000. How can this problem be solved fundamentally? I think 1. the duration of night shifts could be reduced; 2. the people available should be used efficiently, with everyone taking turns to rest, which would greatly improve work efficiency and motivation; 3. fines are not a valid solution. Only if managers also work night shifts and do not sleep can they have the authority to persuade their subordinates. 4. In our company, the salary for working a night shift is also over 2000, yet mistakes are still made. Why is that? After all, humans are creatures that sleep at night; human nature dictates that work and rest should not be in conflict. We should find appropriate ways to reconcile them.
