Maintenance and management of pressure pipelines in production

In normal production, is the maintenance and management of pressure pipelines the responsibility of the process engineering department or the equipment engineering department?
Our side is in charge of the equipment aspect.
It should be equipment-focused, but the process also needs to play a certain role; since the process operates 24/7, routine inspection tasks are equally important for the process as well. Moreover, the medium inside the pipeline, as well as its pressure and temperature, are also under the responsibility of the process control system.:victory:
I also think it should be the person in charge of equipment management. But our equipment engineers keep saying that the pipeline section falls under the responsibility of the process team, and that the process team is only supposed to be responsible for operation and inspections
