I am doing an evaluation of an enterprise. There are thousands of pressure pipelines in it. The pressure pipelines fall within the scope of special equipment safety supervision. I would like to ask you about the current status of registration, registration, inspection and testing of local pressure pipelines. As far as I know, this work has not been carried out in some places.
We did census registration here in 2004 and never took care of it again. . Pressure pipeline management is very difficult and the scope is too wide
* * There is still a blind spot in this area of management, but there have been no changes to regulations.
The registration, testing and inspection of pressure pipelines are different from those of pressure vessels. Due to its large scope, the management foundation is extremely poor. Especially for some pipelines in use, even the "corpse" of the drawings may not be found. As far as I know, the Guangzhou area may be a region with relatively good and advanced management in this area. The local special equipment supervision and management agency has strict requirements for pressure pipelines, especially newly installed parts. They must go through the corresponding installation notification procedures, implement installation supervisory inspections, and then go through the relevant registration procedures with the installation supervisory inspection report and pipeline single-line diagram to receive a use certificate (at the same time, a batch of pressure pipelines that are installed and inspected will be issued a use certificate). As long as the pressure pipeline is registered and obtains a certificate of use, it can generally be managed daily and inspected regularly like a pressure vessel. For reference!
according to* * Relevant department documents require that pressure pipelines need to be registered before they can be put into use. It seems that Guangzhou's implementation is relatively in place.
Registration still depends on the local area* * Does the department enforce pressure piping regulations? * * In order to evade responsibility, this work has not been carried out
Some cities in our province have registered, registered and tested new pressure pipelines (with certificates and installation materials), while only conducting census registration of old pressure pipelines. Most cities only conduct census registration of pressure pipelines.
Thank you very much to everyone above for your active participation. It seems that most of this work is still under-supervised. Since the management of pressure pipelines is relatively difficult and the regulatory functional departments have no time to take care of it, when we do safety assessments, if we have to identify the major hazard sources of pressure pipelines in accordance with Document No. 56, the workload will be very large, especially for companies with thousands of pressure pipelines. But if we don’t do it and we are afraid of missing items, how can we solve this problem?
I am afraid of missing items. How to solve this problem? You can briefly explain it and follow the requirements of Document No. 56. It is recommended that enterprises register, register and test for use. Avoid safety assessment risks!
That is to say, we do not identify major hazard sources for pressure pipelines, but we also provide suggestions to enterprises, which can be regarded as a solution.
Generally, when doing safety assessment, it is carried out in accordance with GB18218. Finally, I would like to mention that reporting units constituting major hazard sources according to Document No. 56 is actually convenient for both enterprises and safety assessment agencies.
Without writing about the specific identification process, it is always uneasy to write such a sentence directly, but the workload of identifying them all would be too cumbersome.
Not now * * Management blind spot. . . The promulgation of the Special Equipment Safety Law has made the management of pressure pipelines even more difficult. . . I heard that some companies cut off good pipes and rebuilt them, just because they did not notify the supervisory inspection of the original installation. The Quality Supervision Bureau will not allow it to be used. Don’t know if it’s true or false? !
Thanks for sharing. It is understood that at present, Shandong, Jiangsu, Zhejiang and other places also require newly installed pipelines to receive installation notification, installation supervision and inspection, and registration after being put into use. Don’t know how to register industrial pipelines in detail? The single-line diagram provided by the Pipeline Design Institute is only a pipe section. How can tens of millions of pipe sections be divided into registration units?
I attended a meeting a few days ago and heard a heavyweight from the China Special Inspection Agency say that the next step in pipeline management will be to innovate, that is, instead of carrying out registration, we will use licensing and approval methods. I don’t know if it can be implemented in the year of the monkey and the month of the horse? !
