A registered metallurgical engineer is a professional technician who has obtained the \"Practice Qualification Certificate for Registered Metallurgical Engineers in Survey and Design of the People’s Republic of China\" through examination, and who has legally obtained the \"Registration Practice Certificate for Registered Metallurgical Engineers in Survey and Design of the People’s Republic of China\" as well as the corresponding practice seal, in order to engage in engineering design related to the metallurgical field and other related activities. I. Documents governing the examination: In accordance with the Notice issued by the Ministry of Personnel and the Ministry of Construction (Document No. 85 issued by the Ministry of Personnel). The qualification examination for registered metallurgical engineers in survey and design follows a national unified syllabus and unified examination questions system. The Ministry of Construction established an expert committee for metallurgical engineering; this committee is responsible for formulating the syllabus and examination questions for the qualification exam for registered metallurgical engineers in surveying and design, establishing and managing a database of examination questions, organizing the marking of papers, and proposing suggestions regarding scoring criteria and passing standards. The Ministry of Construction and the Ministry of Personnel jointly organize experts to review the exam syllabus, test questions, scoring criteria, and passing standards. The Ministry of Construction and the Ministry of Personnel are jointly responsible for organizing the qualification examination for registered metallurgical engineers in the field of survey and design; the administration of this examination is entrusted to the Personnel Examination Center under the Ministry of Personnel. II. Scope of Application: It is applicable to professional and technical personnel engaged in the design of metallurgical engineering projects (including metal smelting, metal materials, coking, refractory materials, etc.) and related activities. III. Examination Time and Subjects The examination is held once a year, in principle. The exam is usually scheduled in late September. The Registration Examination for Metallurgical Engineers consists of a basic examination and a professional examination. Those who pass the basic examination and meet the application requirements specified in these regulations may take the professional examination. Scores for the professional exams are divided into 3 categories: Metal Smelting Engineering, Metal Materials Engineering, and Coking and Refractory Materials Engineering. Candidates can choose one of them based on their actual work needs at the time of registration. Only after passing the professional examination can one obtain the corresponding professional \"Practice Qualification Certificate for Registered Metallurgical Engineers in Survey and Design of the People’s Republic of China\". **IV. Eligibility Requirements**
Any citizen of the People’s Republic of China who abides by relevant laws and regulations, adheres to professional ethics, and possesses the necessary professional education and work experience may apply to take the Certified Metallurgical Engineer qualification exam. (1) One may apply to take the basic exam if meeting one of the following conditions: 1. Having obtained a bachelor’s degree or higher in this major (referring to Metallurgical Engineering or Metal Materials Engineering) or a related major (referring to Process Equipment and Control Engineering, Material Forming and Control Engineering, Material Physics, or Material Chemistry). 2. Hold an associate degree in this field or a related field, with at least 1 year of experience in engineering design work related to metallurgy. 3. Hold a bachelor’s degree or higher from another field of study, with at least 1 year of cumulative experience in engineering design work related to metallurgy. (II) Those who have passed the basic examination and meet one of the following conditions may apply to take the professional examination: 1. Having obtained a doctoral degree in this field, with at least 2 years of experience in metallurgical engineering design work ; Or, after obtaining a doctoral degree in a related field, having accumulated at least 3 years of experience in engineering design work in the metallurgy field. 2. After obtaining a master’s degree in this field, have accumulated at least 3 years of experience in engineering design work related to metallurgy ; Or, after obtaining a master’s degree in a related field, having worked in metallurgical engineering design for a total of 4 years. 3. Obtain a double bachelor’s degree including this major, or complete a graduate program in this field, and have accumulated at least 4 years of experience in engineering design work related to metallurgy ; Or, having obtained a double bachelor’s degree in a related field or completing postgraduate studies, with at least 5 years of experience in engineering design work in the metallurgy field. 4. After obtaining a bachelor’s degree from a university that has passed the educational assessment for this field, have accumulated at least 4 years of experience in engineering design work related to metallurgy ; Or, after obtaining a bachelor’s degree from a university that has not passed the evaluation for education in this field, having accumulated at least 5 years of experience in engineering design work related to metallurgy ; Or, after obtaining a bachelor’s degree in a related field, having worked in metallurgical engineering design for a total of 6 years. 5. After obtaining an associate degree in this field, have accumulated at least 6 years of experience in engineering design work related to metallurgy ; Or, after obtaining an associate degree in a related field, having worked in metallurgical engineering design for a total of 7 years. 6. Having obtained a bachelor’s degree or higher from another specialized university, and having accumulated at least 8 years of experience in engineering design work related to metallurgy. (III) As of December 31, 2002, those who meet one of the following conditions may be exempted from the basic exam and only need to take the professional exam: 1. Having obtained a doctoral degree in this field, with at least 5 years of experience in metallurgical engineering design work ; Or, after obtaining a doctoral degree in a related field, having worked in metallurgical engineering design for a total of 6 years. 2. After obtaining a master’s degree in this field, have accumulated at least 6 years of experience in engineering design work related to metallurgy ; Or, after obtaining a master’s degree in a related field, having worked in metallurgical engineering design for a total of 7 years. 3. Obtain a double bachelor’s degree including this major, or complete a graduate program in this field, and have accumulated at least 7 years of experience in engineering design work related to the metallurgy industry ; Or, having obtained a double bachelor’s degree in a related field or completing postgraduate studies, with at least 8 years of experience in engineering design work in the metallurgy field. 4. After obtaining a bachelor’s degree in this field, have accumulated at least 8 years of experience in engineering design work related to metallurgy ; Or, after obtaining a bachelor’s degree in a related field, having accumulated at least 9 years of experience in engineering design work in the metallurgy sector. 5. After obtaining an associate degree in this field, have accumulated at least 9 years of experience in engineering design work related to metallurgy ; Or, after obtaining an associate degree in a related field, having worked in metallurgical engineering design for a total of 10 years. 6. Having obtained a bachelor’s degree or higher from another field of study, with at least 12 years of cumulative experience in engineering design work related to metallurgy. 7. Having obtained a junior college degree or higher in another field, with a cumulative of 15 years of experience in engineering design work related to metallurgy. 8. After obtaining a secondary vocational diploma in this field, have accumulated at least 25 years of experience in engineering design work related to metallurgy ; Or, after obtaining a secondary vocational diploma in a related field, having accumulated at least 30 years of experience in engineering design work in the metallurgy sector. (IV) Residents of the Mainland China and Macao who meet the requirements for exam registration may apply to take the Qualification Examination for Registered Metallurgical Engineers in Survey and Design. When applying, the applicant must submit proof of identity, a diploma or degree in a relevant field recognized by the education administrative department of the State Council, and proof of the number of years of experience in design-related work. The procedures for professionals in Taiwan to take the exam shall be stipulated separately. Separate procedures will be established for foreign professional and technical personnel wishing to apply for the qualification exam for registered metallurgical engineers in survey and design. V. Application Procedures: Eligible applicants can register through the online registration system on this website, and within the specified time frame, they must bring the \"Fujian Province Construction Professional Qualification Examination Application Form\" along with relevant supporting documents to the registration office for on-site verification. Score Management Candidates taking the Registered Metallurgical Engineer exam must pass all subjects within one examination year.
