Is the production of furan resin considered to be the production of hazardous chemicals?

Our company has been using furan resin for a long time, and we require the manufacturer to provide a safety production license. However, the manufacturer claims that the product does not fall under the category of hazardous chemicals and therefore refuses to issue such a certificate. Is this correct? According to the List of Hazardous Chemicals (2002 edition), if a product or intermediate is included in this list, a safety production license is required; otherwise, it is not necessary
No certificate issued for hazardous chemicals? What does that mean? It was a typo; it should be that no certificate is issued for substances that are not hazardous chemicals? Hehe, first of all, I’m sorry for missing a “not” in the original post. Secondly, the production of this type of resin requires formaldehyde as a raw material, and formaldehyde belongs to Category 4 of hazardous chemicals; therefore, a safety assessment should be conducted, right?

I conducted an evaluation, and the safety supervision department instructed the company to send its products to the provincial hazardous chemicals testing center for assessment; the result showed that they were indeed hazardous chemicals, so they were to be managed as such, and a safety production license was issued.
