Author/Source: Guizhou Daily Date: 2009-3-25 -------------------------------------------------------------------------------- Recently, it was learned from a special project meeting held in Qinglong County, Guizhou Province, that the county will invest over 10 billion yuan starting this year to develop three industrial projects: the Qingnan Coal Chemical Industry Base, the Qingbei Coal-Coke Integration Base, and new dry-process cement production lines. Leveraging its own resource advantages, the county promotes major projects through a major liberation of thinking, uses innovative approaches to advance such projects, and drives substantial development through these major projects. At present, the county has established a relevant leadership team to ensure that the preliminary work for the project and the related application procedures are completed by the end of March. At present, the main transportation routes in Qinglong County are the Zhensheng Expressway and National Highway 320; with the upcoming construction of the expressway connecting Qinglong to Xingyi, these routes will completely eliminate the traffic bottlenecks that have hindered the county’s development. The county is rich in coal resources, with a total reserve of 2.917 billion tons; it constitutes an important part of the Puxing mining area under development. The rivers within the region belong to the Beipan River system of the Pearl River Basin; the main ones include the Beipan River, Masha River, Xibi River, etc., all of which are river systems fed by rainfall in mountainous areas. The combination of abundant energy and mineral resources, along with sufficient water resources, gives Qinglong County a strong advantage in terms of supporting resources, providing important prerequisites for the development of new industries. The county formulates plans based on resources and market demands, and determines projects according to those plans. It adheres to the principles of unified planning, phased implementation, steady progress, and incremental development; coal mine construction is accelerated, electricity development takes priority, and coal chemical projects are carried out in a gradual manner. In accordance with the Qinglong County Coal Industry Development Plan, 13 new mines are planned to be constructed in the 5 coal-bearing structural units across the county, with an overall production capacity of 8.7 to 9.15 million tons of coal per year. In addition, 12 existing mines will remain in operation to supply coal for local industry, agriculture, and domestic use. It is understood that the total investment in the Qingbei coal-coke integration project amounts to approximately 450 million yuan. Once completed, it will be capable of producing 1.2 million tons of metallurgical coke per year, as well as 20,000 tons of refined crude benzene per year ； The Qingnan New Coal Chemical Industry Base is initially planned to have an annual production capacity of 1 million tons of dimethyl ether, along with a related facility capable of producing 1.5 million tons of methanol per year; the total investment in this project amounts to 7.7 billion yuan ； Another project to produce 1 million tons of synthetic ammonia per year is being built, with a total investment of 7.3 billion yuan ； A new dry-process cement production line with a capacity of 4,000 tons of clinker per day will be built, requiring an investment of 360 million yuan.
