A question about a phrase related to consumption

I saw it in a foreigner’s utility consumption table: assuming state-of-the-art efficiencies of 9075KW. What does this phrase mean? Is it estimating power? Or rated power?
I don’t understand; they talk about efficiency on one hand and power on the other. Maybe the foreigner is confused.
I think it means that under the assumption of maximum efficiency, the required power is 9075 kw.
It should be an estimated power, as the condition is ‘assuming’
