Material certificate for forged steel billets

Should the material certificate for forged steel billets include mechanical property specifications? I personally believe it shouldn’t be the case; as long as the chemical composition of the billet meets the requirements, it should be considered qualified. The mechanical property values of forgings should be those exhibited after the final processing, and are unrelated to the mechanical property values of the steel billet. I wonder what everyone thinks about this.
I agree with the original poster’s view. Because the mechanical properties mainly depend on subsequent forging and heat treatment processes.
I believe these are two distinct concepts: the material of the forging blank must first meet the relevant material standards, and it also has specified mechanical properties. After the forging is completed, there are also acceptance standards for it. In other words, it is necessary to control the raw materials used for the blanks, starting from the source, in order to ensure quality.
I agree with the view on the 4th floor: billets are billets, and forgings are forgings; these are two different concepts.
For forged ingots, the steel itself only needs to meet chemical requirements; after forging, heat treatment is carried out followed by mechanical testing.
