Scope of application of chemical operation ticket: 2.1 Order * * startup of standalone equipment (e.g.: Gasifiers, boilers, distillation systems, etc.) ； 2.2 Applicable to system start-up and planned start-up of equipment ； 2.3 Temporary planned start-up and shutdown during system operation ； 2.5 Equipment commissioning and production resumption after maintenance ； 2.6 Inspection and switching operations before switching to standby equipment ； 2.7 System or equipment replacement and isolation operations ； 2.8 Chemical processing operations before equipment and pipeline maintenance and overhaul ； 2.9 Shutdown operation of key equipment and systems ； 2.10 Other operations that require chemical operation tickets. 3． The following chemical operations are allowed without operating tickets 3.1 Process processing operations under accident conditions ； 3.2 Process processing operations for on-site emergencies ； 3.3 Adjustment of process parameters for normal production ； 3.4 Single chemical operation (switching valves, switching lighting, etc.) ； 3.5 Temporary chemical operations during inspection. 4． Management of chemical operation tickets: 4.1 The management department of chemical operation tickets is the production department, and the execution unit is the workshop where the equipment or worker number is located. ； 4.2 After the chemical operation ticket is used, the original copy will be archived by the production department, and the copy will be archived by the workshop and the corresponding ledger will be established. ； 4.3 The approver should be the team leader on duty, and the organizer should be the main person in charge of the workshop or the team leader. ； 4.4 The content filled in the operation ticket must strictly comply with the job operating procedures, safety technical operating procedures and relevant safety regulations at all levels. ； a. The storage period is three months. 4.6 The operation ticket should be filled in by workshop technicians, team leaders or operators, and can only be operated after being signed by the guardian and approver. ； 4.7 All operators must treat every operation and confirmation strictly and seriously, and fill it out carefully. If there is any missing, wrong filling or not filling in seriously, the management department will conduct a strict assessment according to the process accident management system. ； 4.8 The Safety and Environment Department exercises supervision, inspection and assessment responsibilities over the workshop and operation ticket management departments ； 4.9 Conduct frequent dynamic inspections on the entire process of operation ticket execution, keep inspection records, correct unsafe phenomena in a timely manner, and continuously standardize employees' operating behaviors. ； 4.10 The management of special chemical operation tickets should be based on the specific management system. 5. Conditions and safety responsibilities of relevant personnel 5.1 Operators 5.1.1 Personnel who have passed the job examination and obtained the job certificate and safe operation certificate issued by the company, and are engaged in this type of work ； 5.1.2 Be familiar with the operating procedures, safety technical operating procedures and related mechanical knowledge of the position, and have certain operating skills ； 5.1.3 Have certain basic knowledge of electrical and instrumentation, knowledge of safe electricity use, and knowledge of the performance, specifications, use and maintenance of instruments and electrical equipment used in this position ； 5.1.4 Should know the performance and usage of commonly used fire extinguishing equipment and appliances, and on-site first aid knowledge ； 5.1.5 Be able to use operating tools and labor protection supplies correctly, and have certain ability to analyze, judge and handle the consequences of operations ； 5.1.6 Operators are responsible for the accuracy of the operation tickets they fill out and for the safety of the consequences of their own operations. 5.2 Monitoring personnel 5.2.1 have certain professional theoretical knowledge and are familiar with all equipment systems and performance of the position ； 5.2.2 Be familiar with the operating procedures and safety technical operating procedures of the position, and be able to skillfully perform the relevant operations of the position ； 5.2.3 Have strong analytical and judgment abilities in handling accidents. 5.2.4 Guardians are generally held by other operators who have passed the examination. Important operations are held by deputy squad leaders and squad leaders. They are responsible for checking operation tickets according to actual conditions, monitoring and supervising the entire operation process. Responsible for the correctness of the operation orders issued to the squad leaders of each position, and responsible for the correctness of the approved operation tickets. 6. Operation ticket execution procedure: After accepting the operation task, both the operator and the guardian must clarify the operation task, purpose, operation steps and matters that should be paid attention to in each link, and correctly implement the operation supervision system. Specifically: 6.1 Accept the task and clarify the purpose. After accepting the workshop or dispatching order, the squad leader issues tasks to the operators and guardians and explains clearly the purpose of the operation and the status of the equipment. ； 6.2 Check the drawings (process flow chart) and write the ticket correctly ； 6.3 Review step by step and sign for approval. The operation tickets are reviewed and signed by the guardian, squad leader and workshop level by level. ； 6.4 Check physical objects and supervise operations (chemical engineering positions should be based on actual conditions and do not necessarily have to have on-site guardians) ； 6.5 After receiving the step-by-step approval of the operation ticket, the guardian and operator will go to the operated equipment, valve or switch to check the name, number and actual status (including signals, meter instructions, etc.). If any abnormality is found during the check, report it immediately. If everything is normal, the operator will start operating under the supervision of the guardian. A. The guardian should follow the operator closely and closely monitor the correctness of the operation. ； B. When a certain operation is difficult, the guardian can assist, but cannot replace the operation. ； C. During the operation, the guardian should record the start time and proceed in strict order. After each operation, the guardian should immediately put a "√" mark. When there is no on-site guardian, the operator will record. D. When doubts are found during operation, the operation should be stopped immediately, reported step by step, and continued operation after clarity. ； 6.5 Check the equipment and report is completed. 6.6 After completing the ticket operation, the guardian should record the end time of the operation, stamp the "Executed" stamp, check that the meter instructions, signals, etc. are all normal, and report to the sender. When there is no on-site guardian, the operation will be completed by the operator.
