An MSDS (Material Safety Data Sheet) is a safety data sheet for chemicals; it can also be referred to as a technical safety data sheet for chemicals or a safety data document for chemicals. It is a document used by chemical manufacturers and importers to describe the physical and chemical properties of chemicals (such as pH value, flash point, flammability, reactivity, etc.) as well as the potential hazards they may pose to human health (such as carcinogenicity, teratogenicity, etc.). In Europe**, MSDS is also known as a Safety Technology/Data Sheet, or SDS (Safety Data Sheet). ISO 11014 uses SDS terminology, whereas the United States, Canada, Australia, and many countries in Asia use MSDS terminology. An MSDS is a comprehensive legal document provided by chemical manufacturing or selling companies to their customers, as required by law, and it contains information regarding the properties of the chemicals. It provides sixteen items of information, including the physicochemical properties of chemicals, their flammability and explosiveness, health hazards, safe use and storage, handling in case of leaks, first aid measures, as well as relevant laws and regulations. The MSDS can be prepared by the manufacturer in accordance with relevant regulations. An MSDS that complies with U.S. OSHA requirements should include the following elements: First, the manufacturer and contact information; second, the components of hazardous chemicals; third, physical and chemical properties; fourth, data on flammability and explosiveness; fifth, data on reactivity; sixth, information on health hazards; seventh, safe handling and usage procedures; eighth, protective measures.2. An MSDS that meets Canadian WHMIS requirements should include the following elements: First, the product name and manufacturer’s information; second, the components of hazardous chemicals; third, physical properties; fourth, fire or explosion-related data; fifth, data on reactivity; sixth, toxicological information; seventh, preventive measures; eighth, first-aid procedures; ninth, information on the preparation of the MSDS.

The American National Standards Institute (ANSI) and the International Organization for Standardization (ISO) recommend that an MSDS include the following elements: First, the name of the chemical and manufacturer’s information; second, information on the chemical composition; third, hazard information; fourth, first-aid measures; fifth, fire-fighting measures; sixth, procedures for dealing with leaks; seventh, information on handling and storage; eighth, exposure control and personal protective measures; ninth, physical and chemical properties; tenth, stability and reactivity; eleventh, toxicological information; twelve, ecological information; thirteen, disposal methods for waste; fourteen, transportation information; fifteen, regulatory information; sixteen, other information.
In order to align with the international standard ISO 11014-1:1994(E), China has also established relevant standards, namely GB 16483-2000 “Specifications for the Preparation of Safety Data Sheets for Chemicals”. This standard stipulates that an MSDS must contain sixteen sections: 1. Identification of the chemical product and company – this section includes information such as the name of the chemical, the name of the manufacturing company, address, postal code, telephone number, emergency contact numbers, fax number, and email address. 2 Composition/Information on Ingredients Indicate whether the chemical is a pure substance or a mixture. For pure chemicals, their chemical name or trade name and generic name should be provided. For mixtures, the concentration or range of concentrations of the hazardous components shall be given. Whether it is a pure chemical or a mixture, if it contains hazardous components, a Chemical Abstracts Service registry number (CAS number) should be provided. 3 Hazard Summary A brief overview of the most important hazards and effects of this chemical, including information such as hazard categories, routes of exposure, health hazards, environmental hazards, and fire/explosion risks. 4 First-aid measures: These refer to the simple procedures for self-rescue or mutual rescue that need to be carried out at the scene when workers are accidentally injured, including first-aid measures for eye contact, skin contact, inhalation, and ingestion. 5 Fire-fighting measures: These mainly provide information on the physical and chemical hazards associated with chemicals, suitable fire extinguishing agents, unsuitable fire extinguishing agents, as well as personal protective equipment for firefighters. This includes details such as hazardous properties, fire extinguishing agents and methods, and precautions for using them. 6 Emergency response to leaks (accidental release measures) Refer to the simple and effective emergency measures, precautions, and elimination methods that can be applied at the scene in the event of a chemical leak, including emergency actions, protection for emergency responders, environmental protection measures, and elimination methods. 7 Handling and Storage Refers primarily to information on the handling of chemicals and their safe storage, including safety precautions during handling operations, as well as conditions and precautions for safe storage. 8 Exposure Controls/Personal Protection: Protective methods and measures taken to safeguard workers from the hazards of chemicals during the processes of producing, handling, transporting, and using them. Including: maximum allowable concentration, engineering controls, respiratory protection, eye protection, body protection, hand protection, and other protective requirements. 9 Physical and Chemical Properties These provide information on the appearance and physical and chemical characteristics of chemicals, including: appearance and physical state, pH value, boiling point, melting point, relative density (water=1), relative vapor density (air=1), saturated vapor pressure, heat of combustion, critical temperature, critical pressure, octanol/water partition coefficient, flash point, ignition temperature, explosion limits, solubility, main uses, and other specific physical and chemical properties. 10 Stability and Reactivity Provides information on the stability and reactivity of chemicals, including: stability, incompatible substances, conditions to be avoided for contact, polymerization hazards, and decomposition products. 11 Toxicological information: Provides toxicological data on chemicals, including acute toxicity under various exposure conditions (LD50, LC50), irritancy, sensitization, subacute and chronic toxicity, mutagenicity, teratogenicity, carcinogenicity, etc. 12 Ecological information: This primarily describes the environmental ecological effects, behavior, and fate of chemicals, including biological effects (such as LD50), biodegradability, bioaccumulation, environmental migration, and other harmful environmental impacts. 13 Disposal Refers to the safe methods for dealing with packaging contaminated by chemicals and chemicals that are no longer useful, including the disposal methods and precautions. 14 Transport information: This mainly refers to the requirements for the packaging and transportation of chemicals domestically and internationally, as well as the classification and numbering of transportation regulations. Guidelines for Compiling Safety Data Sheets for Chemicals A1 Chemical Product and Company Identification A1.1 Chinese name of the chemical: Enter the scientific name, common name, or product name. A1.2 English name of the chemical: Enter the scientific name, common name, or product name. A1.3 Name of the manufacturing enterprise: Enter the full Chinese and English name of the chemical manufacturing enterprise. A1.4 Address: Enter the detailed address of the chemical manufacturing enterprise. A1.5 Postal Code: Enter the postal code of the chemical manufacturing enterprise. A1.6 Fax Number: Enter the fax number of the chemical manufacturing enterprise. A1.7 Corporate Emergency Phone Number: Enter the emergency phone number of the chemical manufacturing company to be called in case of an emergency. A1.8 Email Address: Enter the email address of the chemical manufacturing company. A1.9 Technical Instruction Code: Enter the code for the product’s safety technical instructions. A1.10 Date of entry into force: Enter the date on which this Safety Data Sheet was prepared or revised. A1.11 **Emergency Phone Numbers**: Enter the emergency phone numbers for chemical accidents and fire emergencies, which should be called in case of urgent situations. A2 Component/Composition Information (information on ingredients) A2.1 Major components a) For mixtures, indicate the main hazardous components along with their concentrations or concentration ranges. b) Pure product: Fill in the name and concentration range of the harmful components. A2.2 CAS Number: Enter the Chemical Abstracts Service registry number of the hazardous components in this chemical. A3 Hazard Summary A3.1 Hazard Category: Fill in in accordance with the provisions of GB13690-92 \"Classification and Labeling of Commonly Used Hazardous Chemicals\". A3.2 Routes of entry: The ways by which chemicals enter the body and cause damage, such as inhalation, ingestion, and skin contact. A3.3 Health hazards: Fill in the typical clinical manifestations of poisoning, including the main target organs, symptoms and signs of acute and chronic poisoning, as well as carcinogenicity. A3.4 Environmental Hazards: A brief description of the hazards caused by chemicals to various organisms at certain concentrations, as well as the extent of those hazards. A3.5 Fire and explosion hazards: A brief overview of the hazards that can arise when chemicals come into contact with open flames, high temperatures, or oxidizing agents in the air. A4 First-aid Measures: Refer to the brief procedures for self-rescue and mutual rescue that need to be followed when workers on site are accidentally injured by chemicals. A4.1 Skin contact a) Highly toxic substances: Immediately remove clothing and rinse with the recommended cleaning agent. Seek medical attention. b) For moderately toxic substances, remove clothing and rinse with the recommended cleaning agent. Seek medical attention. c) Hazardous substances: Remove contaminated clothing and rinse the skin with the recommended medium. d) Corrosive substances: Rinse with the recommended medium. If there is a burn, seek medical attention. A4.2 Eye contact a) Highly toxic substances: Immediately lift the eyelids and rinse the eyes with plenty of water for at least 15 minutes. Seek medical attention. b) For moderately toxic substances, immediately lift the eyelids and rinse the eyes with plenty of water for at least 15 minutes. Seek medical attention. c) Hazardous substances: Lift the eyelids and rinse the eyes thoroughly with plenty of clean water. d) Corrosive substances: Immediately lift the eyelids and rinse with flowing clean water or saline, then seek medical attention. A4.3 Inhalation a) Highly toxic substances, moderately toxic substances, and hazardous substances – Immediately evacuate the area to a place with fresh air ; If breathing stops, perform artificial respiration ; In case of difficulty breathing, administer oxygen (take the appropriate antidote immediately if available). b) Corrosive substances: Immediately move the affected person to an area with fresh air; perform artificial respiration if necessary. A4.4 Ingestion a) Highly toxic substances: Seek medical attention immediately. b) For moderately toxic substances, seek medical attention immediately. c) Hazardous substances: Seek medical attention immediately. d) Corrosive substances: Seek medical attention immediately. A5 Fire-fighting measures A5.1 Hazardous properties: Mainly fill in the hazards that may arise in contact with open flames, high temperatures, oxidizing agents, etc., as well as the reactivity with water, acids, bases, and certain active substances, along with properties such as oxidizing ability and corrosivity. A5.2 Hazardous combustion products: Fill in the products resulting from combustion, such as hazardous gases. A5.3 Fire extinguishing methods: Fill in the methods of extinguishing fires and the extinguishing agents used. For different categories of chemicals, appropriate fire extinguishing media should be selected based on their properties and state. A5.4 Precautions and measures for fire fighting a) Personal protection for firefighters: Specify the protective gear to be used, such as full-body fire protection suits, flame- and gas-resistant suits, fire protection boots, positive-pressure self-contained breathing apparatus, etc ; b) Fire extinguishing agents prohibited: Specify the fire extinguishing agents that are prohibited from use, such as water, carbon dioxide, dry powder, foam, sand, etc. A6 Emergency response to leaks (accidental release measures) A6.1 For emergency response, you may fill in the information at the following levels: a) Immediately call the authorities, evacuate relevant personnel, and isolate the contaminated area ; The number of people to be evacuated and the size of the area to be isolated depend on the amount of leakage and the toxicity of the leaked substance. b) Cut off the power supply: For flammable and explosive leaks, the source of fire must be cut off before they can be removed. c) Protection for emergency response personnel: As a emergency situation, stringent protection requirements apply. d) Precautions: Some substances cannot be in direct contact with one another; some can have their volatilization reduced by using mist, while others cannot. A7 Handling and Storage A7.1 Handling Precautions refer to the key safety considerations and personal protective measures during the handling of chemicals. A8.4 Respiratory Protection: Protective equipment used to prevent harmful substances from entering the body through the respiratory system. It is recommended to use air respirators, self-contained breathing apparatus, oxygen respirators, filter-type gas masks (half- or full-face), and dust masks. A8.5 Eye protection: Masks that protect the eyes from toxic substances. It is highly recommended to use safety masks, safety goggles, chemical safety goggles, safety eyewear, and protective face shields. A8.6 Personal protection: Protections taken to prevent skin damage. A9.2 pH Value: Enter the pH value. A9.3 Melting point: Enter the value under normal temperature and pressure; for values under special conditions, the technical specifications should be indicated. A9.4 Boiling point: Enter the boiling point value at normal temperature and pressure. For values obtained under special conditions, the technical specifications must be indicated; sublimation or decomposition values prior to boiling should also be specified along with the relevant technical conditions. A9.5 Relative density (water=1): Enter the ratio of the density of the substance at 20°C to the density of water at 4°C. A9.6 Relative vapor density (air=1): Enter the ratio of the vapor density of the substance at 0°C to the density of air. A9.7 Saturated vapor pressure: The pressure at which a pure liquid and its vapor are in equilibrium within a vacuum container at a certain temperature, expressed in kPa, along with the indicated temperature. A9.8 Heat of combustion: The heat generated when 1 mole of a substance burns completely, expressed in (kJ/mol). A9.9 Critical temperature (°C): The highest temperature allowed for a gas to become a liquid under pressure, expressed in °C. A9.10 Critical pressure: The minimum pressure required to turn a gas into a liquid at the critical temperature, expressed in (MPa). A9.11 The octanol/water partition coefficient is an important parameter used to predict the adsorption of a chemical in soil, its bioavailability, lipophilic storage, and bioaccumulation. When a chemical is dissolved in an octanol/water mixture, the ratio of its concentration in octanol to that in water is called the distribution coefficient, which is usually expressed as a logarithm base 10 (Log pow). A10.4 Polymerization Hazard: Indicates whether the substance is prone to unexpected polymerization reactions under external conditions, indicated as \"possible\" or \"impossible\" respectively. A10.5 Decomposition products: A qualitative description of the potentially harmful substances that may be produced when a substance burns or undergoes a chemical reaction. A11 Toxicological information A11.1 Acute toxicity: Acute toxicity is expressed using LD50 and LC50. A11.2 Subacute and chronic toxicity: Fill in mainly the toxicological manifestations in animals after subacute and chronic exposure to toxins, as well as the results of histopathological examinations. A11.3 Irritation: Fill in the results of experiments on the irritation to animal eyes and skin. Its stimulation intensity is indicated as mild, moderate, and severe respectively. It can be expressed using values such as the median lethal dose (LD50), median lethal concentration (LC50), no-observed-effect level (NOEL), and median tolerable dose (TLm). A12.3 Non-biodegradability: Indicates whether the chemical is non-biodegradable, such as through photolysis or hydrolysis.
