Design of utility stations

Regarding the design of utility stations on towers and frames, in some projects there is water on the ground floor, along with factory air, nitrogen, and low-pressure steam; while on other floors there is no water, only two or three types of fluids. And for some projects, there are four types of media on each floor. What is the reason for these different approaches? I know that the manhole level in the tower requires factory air, so that air can be supplied inside during maintenance. I don’t know what other media are used for. I hope friends who are involved in process system design or have experience in factory operations can share their insights.
