Technical personnel holding pressure vessel manufacturing licenses at all levels should meet the following requirements: (1) The proportion of technical personnel in A1-level, A2-level, C-level, and B1-level licensed enterprises shall not be less than 10% of the employees of the enterprise, and they shall have professional technical personnel related to the pressure vessel products manufactured. Article 19 Professional Operators (1) Among pressure vessel manufacturing licensed enterprises at all levels, enterprises that manufacture welded pressure vessels should have certified welders who meet manufacturing needs and have corresponding qualifications. 1. A2-level, A3-level and C-level licensed enterprises have no less than 10 certified welders and at least 4 qualified projects ； 2. A1, A5, B2 and B3 licensed enterprises must have no less than 8 certified welders and should have at least 4 qualified projects (except non-welded containers) ； Pressure vessel manufacturing license enterprises at all levels, entrusted manufacturing license enterprises, and entrusted external enterprises to conduct non-destructive testing of pressure vessels should be equipped with corresponding high- and intermediate-level non-destructive testing personnel according to the license level. ； If the enterprise is responsible for the non-destructive testing of pressure vessels, it should have corresponding non-destructive testing personnel and meet the following requirements: 1. A1-level licensed enterprises should have at least one person responsible for RT (or UT, MT, PT) senior non-destructive testing. ； Article 20 Pressure vessel manufacturing licensing enterprises at all levels should have manufacturing sites, processing equipment, forming equipment, cutting equipment, welding equipment, lifting equipment and necessary tooling that meet the needs of pressure vessel manufacturing, and meet the following requirements: (1) There should be warehouses and special sites for storing pressure vessel materials, and there should be effective protective measures. There should be obvious signs for qualified areas and unqualified areas. ； (2) Have special warehouses and drying and heat preservation equipment that meet the storage requirements for welding materials ； (3) Have a radiation exposure room and welding test room with sufficient area suitable for the products being manufactured. Article 22 Special Conditions for Class A Pressure Vessel Manufacturing License (1) Enterprises manufacturing ultra-high pressure vessels among Class A1 licensed enterprises should have machining equipment and testing equipment that meet the requirements of ultra-high pressure vessels, heat treatment equipment that meets the requirements, and at least 2 intermediate and senior machining personnel. Enterprises that manufacture high-pressure vessels should have heat treatment equipment that meets the requirements.

I have already studied the licensing conditions, but I am a little confused about non-destructive testing personnel. Do they only need to have an advanced qualification? Also, there are shearing capacity requirements (not less than 30mm) for A2-level containers, but not for A1-level containers. Does that mean there are no requirements?

If the host company's non-destructive testing tasks are subcontracted, there should be at least one non-destructive testing personnel who has held intermediate RT and UT non-destructive testing certificates for more than 4 years (including 4 years) as the responsible non-destructive testing engineer. If there is no subcontracting, there should be another mid-level person, otherwise the report cannot be issued (if the company conducts self-inspection of its products, there should be one reporter and one auditor).

Therefore, it is no longer possible to verify whether there is a four-year certification period from the current owner's certificate, unless it is verified by the Non-destructive Testing Personnel Examination Committee.
