Multi-layer wrapped tower structure

I saw a CAD diagram of a urea tower; there is a 6mm layer of structure between the 316L stainless steel lining and the 16MnR inner cylinder. I would like to ask those with more experience: what is the purpose of this layer? The laminates are all outside the inner cylinder. Is a double layer of anti-corrosion lining required? I would appreciate your advice. It’s better to be more detailed, for beginners
Between the 316L stainless steel lining of the urea tower and the 16MnR plates, there is another layer with a thickness of 6 mm; this layer is known as a blind layer, and its purpose is to separate the 316L stainless steel lining from the 16MnR plates.

I looked it up online and understood. Its function is to increase the stiffness of the stainless steel lining, making it easier to wrap it. Thank you for the answer from the second floor
