Recommendations for Disposal of Petroleum Coke Tank Wash Water After receiving several inquiries on how to handle petroleum coke tank wash water, the P&I Club conducted relevant consultations and received the following recommendations: Petroleum coke as a raw material is in a solid state, 95% is carbon, and is completely insoluble in water. It contains no oil in liquid form. The results of the petroleum coke analysis were published in the International Maritime Organization publication "Joint Group of Experts on Scientific Aspects Aspects of Marine Environmental Protection/Working Group on Hazard Assessment of Hazardous Substances in Shipping 'Hazard Profile Sheet'". According to the table, petroleum coke has no bioaccumulative effects and is harmless to marine organisms and humans (whether taken orally, in contact with the skin, eyes, or inhaled). Petroleum coke also does not affect recreational facilities (for example, if petroleum coke is discharged into the sea and washes ashore, beaches will not suffer any harm without needing to be closed). The above analysis does not apply to petroleum coke in a dry state, as its dust may cause harm to humans. Based on the above analysis, the tank washing water in cargo tanks carrying petroleum coke should fall within the scope of Annex V rather than Annex I of the International Convention for the Prevention of Pollution from Ships. According to the "Annex V Implementation Guidelines", coke washing water is classified as "waste generated from operations". The revised Annex V (after the 51/22 meeting of the Marine Environment Protection Committee) stipulates that such discharges (coke wash water) must be recorded in the ship's garbage record book. The amendment only changes the format of the Garbage Record Book and does not make any changes to the definitions of “cargo residues” or “operational waste” in the International Convention for the Prevention of Pollution from Ships.
