In the initial stage, relevant parties should engage in multiple rounds of discussions to avoid unilateral decision-making; existing risks need to be assessed and measures taken to mitigate them. A third party should be involved for review (from multiple perspectives), and the implementation steps should be adjusted (with a high-standard plan and phased research). Pre-decision making, basic design, and review are necessary – even if it means starting over. Once a decision is made, detailed construction drawings are prepared, and clear responsibilities for construction supervision are established. End-users should be closely involved throughout the process, thorough trial runs should be conducted, any issues identified must be addressed, followed by actual operation once everything is ready
