Load rating of the emergency shut-off valve

Port designs generally include electric emergency shut-off valves; the design institute considers this to be a first-class load, and therefore dual power supply lines are provided, believing that switching between the two power sources in the distribution room is not sufficient. You should know that a single cable is already over 1,000 meters long! Moreover, I think that in practice, switching such a designed power supply is not as reliable as switching it in the distribution room. What are the experts’ opinions on this?
In my opinion, it’s completely feasible to implement this in the substation, and it also saves costs!!!! Don’t blindly trust the design firm; ask them to provide reasons!!!! :handshake :victory:

Electro-hydraulic actuators can be used as the power source for emergency shut-off valves, and this is exactly what is done at the inlet and outlet stations of our long-distance oil pipelines.
There is no sufficient reason to consider this valve as a first-class load. When selecting a valve, the FC type can be chosen to ensure that the valve closes in the event of a power loss.
