20 Major Ongoing Projects under the Petrochemical Revitalization Plan – China’s Ongoing Projects Database (2009-2-23). Recently, the State Council approved China’s petrochemical industry revitalization plan, which includes 20 major ongoing projects. It is evident from the projects designated for priority support under this plan that products such as refined oil, ethylene, xylene (PX), purified terephthalic acid (PTA), fertilizers, and olefins receive direct support. There are 20 major new projects under the Petrochemical Industry Revitalization Plan. The key points of this draft plan include: China will invest a total of 100 billion yuan in the renovation of refining products over the next two years ； Approximately 400 billion yuan will also be invested in building 20 new related projects, in addition to strong support being provided for the acquisition of three types of scarce resources, both domestically and internationally. However, the specific details have not yet been established. **Oil refining projects:**
– 10 million-ton oil refining project: Sichuan; Sichuan Petrochemical
– 20 million-ton oil refining project: Guangdong; Maoming Petrochemical
– 10 million-ton oil refining project: Hebei; North China Petrochemical
– 10 million-ton oil refining project: Zhejiang; Zhenhai Refining & Chemical
– 10 million-ton oil refining project: Tianjin; Sino-Russian Oriental Petrochemical (Tianjin) Co., Ltd., with CNPC and Rosneft holding 51% and 49% of the shares respectively
– 15 million-ton oil refining project: Nansha, Guangdong; Sinopec and Kuwait Petroleum Corporation

**Olefin projects:**
– 800,000-ton ethylene project: Wuhan; Sinopec
– 1 million-ton ethylene project: Tianjin; Sinopec

**Coal chemical projects:**
– 4 billion cubic meters of coal-to-natural gas project: Datang Keqi, Inner Mongolia
– 4 billion cubic meters of coal-to-natural gas project (to be determined): Datang Fuxin
– 1.6 billion cubic meters of coal-to-natural gas project (to be determined): Ordos HuiNeng

**Fertilizer projects:**

– Projects for recovering low-grade heat energy from sulfur for acid production (dates to be determined)
– Projects for purifying wet phosphoric acid in quantities of over 50,000 tons (dates to be determined)
