I choose the second one. "rely on” means “amount to” “depend on”"

I also chose C. I wasn’t entirely sure, so I looked it up in a dictionary: “rely on” means to depend on or trust someone/something; “depend on” also means to rely on or be dependent on something. When looking up “depend” separately, it refers to relying on others or things out of trust in order to get their support or help, and this trust may be based on past experiences or knowledge, or it may not be. “Believe in” means to have trust in someone/something. I’m not sure what the question is trying to ask: whether these people are trustworthy or dependable in times of crisis. It was close. . .
What level is this exam? There is no such question in Level A. I’ll choose B, relying on support, personally.
