When aluminum production is faced with a severe shortage of alumina supply, rising international alumina prices, cost pressures imposed by external factors, as well as domestic challenges such as shortages of electricity and coal energy and macroeconomic controls, an emerging industry is attracting increasing attention: \"aluminum scrap recycling and regeneration\" – a \"green project\" that brings benefits in the present while also benefiting future generations. How large is the volume of scrap aluminum recycled in China? How large is the potential for industrial development? Just how promising is the future of this emerging industry? Among structural metals used in industry, aluminum has the highest recyclability and the greatest economic benefits from recycling. Due to its high corrosion resistance, apart from certain aluminum-based chemical containers and equipment, aluminum products hardly suffer from corrosion during their lifetime. Products such as aluminum building doors and windows, high-voltage transmission lines, aluminum structures and components in transportation vehicles, and aluminum cans experience only minimal corrosion damage over their useful life, allowing for almost complete recycling. Recycled aluminum is metallic aluminum rather than a mineral raw material, so its smelting and processing can save a large amount of energy consumption. The energy consumption for recycling waste aluminum is only 5% of the total energy required in the process from bauxite mining → alumina extraction → aluminum electrolysis → casting into ingots. In other words, compared to the production of primary aluminum, 95% less energy is required to produce 1 ton of recycled aluminum. At the same time, 10.05 tons of water can be saved, 11 tons of solid materials can be used less, and 0.8 tons of carbon dioxide as well as 0.6 tons of sulfur dioxide can be reduced in emissions. The recycled aluminum industry boasts significant energy-saving and environmental benefits, making it a highly profitable energy-saving project. Although aluminum has strong corrosion resistance, it still suffers some degree of corrosion in the atmosphere. When it comes into contact with certain chemical substances such as alkalis, seawater, and soil, it undergoes intense chemical reactions that lead to environmental pollution. The pollutants emitted during the recycling of used aluminum are much fewer than those emitted throughout the production process of primary aluminum, and the degree of environmental pollution is also much lower, roughly only 10% of the latter. It is evident that the recycling and reuse of waste aluminum is a \"green project\" that brings benefits in the present while also benefiting future generations. Our country began recycling scrap aluminum in the 1950s. However, for a long time, the industry related to the recycling and utilization of recycled aluminum has been a marginal sector within China’s aluminum industry, with limited statistical data and analysis available on this topic, which poses significant challenges to research in this field. The recycled aluminum industry has grown gradually alongside the development of the aluminum industry, but it only truly became an independent sector after a certain amount of aluminum products had accumulated in society. China began to develop this industry in the Baoding area of Hebei in the early 1970s. Therefore, it can be said that Baoding is the birthplace of China’s recycled aluminum industry. By source, scrap aluminum can be divided into new aluminum waste (industrial aluminum waste) and old aluminum waste (domestic aluminum waste). New aluminum waste refers to the process waste and defective products generated during the processing of aluminum materials. Old aluminum waste refers to aluminum materials that have become obsolete after being used in society, such as aluminum doors and windows, automotive aluminum castings, and discarded aluminum cans; it also includes aluminum waste that enters the market for recycling. The scrap aluminum we are studying here mainly refers to old aluminum waste. China’s net imports of scrap aluminum have grown rapidly, but lack sustained momentum. Since 1990, China’s imports of scrap aluminum have been on the rise, increasing from 5,500 tons at that time to 653,000 tons by 2003. On the other hand, the export volume of scrap aluminum is very low each year, usually only a few thousand tons, with no change for over a decade. Imports of scrap aluminum have continued to rise sharply, while exports have not increased, resulting in a continuous and substantial increase in China’s net imports of scrap aluminum. The import of scrap aluminum has always held a significant position in China. The United States, Europe, Russia, and Kazakhstan are the main sources of recycled aluminum for our country. According to customs statistics, from January to November 2004, China imported 1.05 million tons of scrap aluminum directly, representing a year-on-year increase of 79.4% on a cumulative basis. During the same period, a total of 3,367 tons of scrap aluminum were exported, representing a cumulative year-on-year decrease of 66%. China’s imports of recycled aluminum have been increasing year by year, which has led to a rapid rise in the prices of recycled aluminum in the exporting countries, thereby prompting resistance from local aluminum recycling plants. At the same time, these countries** have realized the importance of developing their own recycled aluminum industry, and therefore have implemented restrictions on the export of scrap aluminum. For example, in 2000, Russia **raised the tax rates on exported scrap copper and scrap aluminum (applying a tax rate of 50%)** ; Ukraine also decided in 2002 to raise export tariffs on scrap metal from zero to 30%, and introduced an export quota system starting in 2003. China’s imports of scrap aluminum have also impacted the scrap aluminum markets in Europe and the United States, thereby alerting local scrap aluminum smelters. The recycling of waste aluminum in our country is gradually reaching its peak. Just how much waste aluminum is being recycled in China? To date, there are no accurate statistics available. According to Wang Jiwai, secretary-general of the Recycled Metals Branch of the China Non-ferrous Metals Industry Association, in the early 1990s, the amount of waste aluminum recycled in China was between 200,000 and 300,000 tons per year. Since the late 1990s, this figure has been between 400,000 and 500,000 tons per year, all in terms of metal content; waste materials generated within processing plants or those remelted and reused on-site are not included in these figures, as they are all used to produce alloys. Since the 1990s, imported scrap aluminum has accounted for a significant proportion in the domestic recycled aluminum industry. However, since the beginning of the 21st century, the amount of recycled scrap aluminum in China has increased rapidly, and its proportion in the total supply of scrap aluminum in the country has been rising steadily. After aluminum products have been in use for a certain period of time, they enter the recycling phase. Taking into account the service life of various aluminum products in Germany as well as the recycling rate in 2000, it can be seen that aluminum components used in construction and structures have the longest service life, reaching up to 30 years. The packaging made of aluminum has the shortest usage period, at only 6 months. The average lifespan until disposal is 14 years. However, except for products that are required by regulations to be scrapped after a specified period, many products in China, such as household appliances, aluminum doors and windows, and daily necessities, have a longer service life than those in developed countries. Therefore, the typical lifespan of aluminum products in China is around 15 years. As for the recycling rate, the average in Germany is 77%. Given that China’s waste aluminum recycling system has not yet been fully established, the recycling rate of waste aluminum in China is estimated to be around 75%. Let’s estimate the approximate amount of scrap aluminum generated in China at present: the average service life of aluminum products is usually 15 years, and the technical recovery rate is set at 0.75 (some products are still in use despite having reached their end-of-life, or the materials are not recycled due to being left unused after they have become scrap). In 1990, China’s total consumption of primary aluminum was around 830,000 tons, while the consumption of recycled aluminum was estimated at 250,000 tons; the overall aluminum consumption amounted to 1,080,000 tons. 15 years later, in 2005, the amount of recyclable aluminum waste in China was expected to be around 810,000 tons. The consumption of primary aluminum forms the basis for the recycling of recycled aluminum; the growth rate of primary aluminum consumption 15 years ago is essentially the same as the growth rate of scrap aluminum 15 years later. China’s aluminum industry started late, and for a long time, aluminum was mainly used in ** sectors, with little application in civilian fields. Before the 1990s, aluminum consumption in China grew very slowly; after that decade, it began to increase rapidly. In 1990, domestic consumption of primary aluminum was 830,000 tons, and by 2003 this figure had risen to 5.11 million tons, with an average annual growth rate of over 16%. Given that the recycling cycle for aluminum scrap in our country is 15 years, starting from 2005, the recycling of aluminum scrap in our country will enter a phase of rapid growth, with an annual increase of over 16% expected. Based on the calculations above, it is possible to determine the amount of waste aluminum recycled in our country in recent years. In 2004, China’s net import of recycled aluminum was 1.2 million tons, with 756,000 tons recovered domestically, resulting in a total amount of 1.956 million tons of recycled aluminum. Considering that 2% to 10% loss can occur during the remelting and casting process, it is estimated that there will be around 1.84 million tons of recycled aluminum ingots in 2004. China has great potential for increasing its production of recycled aluminum. In 2004, China’s output of electrolytic aluminum was around 6.6 million tons, while the amount of recycled aluminum ingots produced that same year was approximately 1.84 million tons. Although our country has become the second-largest producer of recycled aluminum after the United States, the output of recycled aluminum accounts for only 27.87% of the total aluminum production. This proportion is not only far below that of developed countries but also below the world average. According to statistics from international authorities, in 2002, recycled aluminum accounted for the following proportion of total aluminum production in developed countries: an average of 30.9%, with Japan at 99.5%, Italy at 75.6%, the United States at 52.4%, and Germany at 50.6%. From 1992 to 2002, the total aluminum production in the West increased from 20.36 million tons to 25.46 million tons; among this, the production of recycled aluminum rose from 5.47 million tons to 7.86 million tons, a increase of 43.7%, which was much higher than the growth rate of primary aluminum. In 2001, the per capita consumption of recycled aluminum was 2 kilograms globally; in the United States it was 12.56 kilograms, in Germany it was 10.34 kilograms, while in China it was only 1.02 kilograms – less than half of the world average. Therefore, there is great potential for the development of aluminum recycling in China, with bright prospects ahead. For a long time now, China’s aluminum consumption has reached astonishing levels. According to the country’s own statistical data, the total amount of aluminum in various forms stored in society is as follows: 43.65 million tons of primary aluminum was consumed between 1953 and 2003 ; 1.52 million tons of net imports of unforged aluminum and aluminum alloys from 1984 to 2003 ; Net imports of aluminum scrap from 1981 to 2003: 3.93 million tons ; From 1984 to 2003, the net import of aluminum products was 2.93 million tons. In total, about 52 million tons. This is a huge asset, indicating that the supply of scrap aluminum available in the future is guaranteed and will increase year by year. On the other hand, our country has entered a cycle of renewal in many fields; taking automobiles, home appliances, computers, and mobile phones as examples alone, the amount of these items that are phased out each year is quite substantial. At the same time, the amount of recycled metal resources resulting from the disposal of electrical equipment, cables, mechanical and electrical devices, electronics, communication devices, transportation systems, construction materials, and decoration products is also increasing day by day. It is estimated that between 2004 and 2010, China could accumulate another approximately 43 million tons of scrap aluminum. It should be noted that, in reality, the amount of aluminum accumulated in Chinese society is much greater than the figures mentioned above, as China imports large quantities of machinery, electrical equipment, transportation vehicles, and other products, all of which contain aluminum and aluminum alloy components. In addition, China imports some waste machinery and electrical equipment, which also contain a certain amount of aluminum, but this is not included in the imported waste aluminum. The recycling of scrap aluminum will become a key focus for the development of China’s aluminum industry. Objectively speaking, China does not have the advantages necessary to develop primary aluminum on a large scale. Due to a severe shortage of alumina supply, large amounts had to be imported, which drove up international alumina prices. This in turn put pressure on the costs of domestic aluminum manufacturers, creating a vicious cycle. In recent years, electricity supply in our country has become increasingly strained, and primary aluminum manufacturers, which are major consumers of electricity, have further increased the burden on the domestic electricity supply. Over the past two years, the rapid expansion of electrolytic aluminum production in our country has led to an oversupply domestically, while simultaneously causing severe shortages of electricity, coal, and alumina. Therefore, in the next one or two years, **industrial restriction policies will continue to be implemented for the aluminum electrolysis industry. Due to the steady rapid growth in China’s consumption of electrolytic aluminum, the average annual growth rate has been around 15% over the past decade. In this way, after the production of electrolytic aluminum in our country is restricted, aluminum in our country will shift from the current surplus supply to a supply deficit. To fill this gap, there are only two options: increasing imports and increasing the production of scrap aluminum. Among these options, increasing the production of scrap aluminum is likely to be the most economical approach, as it not only helps to cover any future supply gaps in the country but also saves 95% of energy, reduces the pressure on alumina supply, and lowers environmental pollution generated during the production of alumina and electrolytic aluminum – truly a win-win solution. In developed **, the waste recycling industry is a growing sector that receives strong support from **. China is also gradually raising awareness in this regard. When formulating relevant technical policies and the 10th Five-Year Plan, relevant departments such as the former Planning Commission and the Economic and Trade Commission had already included the production of recycled non-ferrous metals as an important component of the strategy for comprehensive resource utilization and sustainable development. It is said that **preferential policies will be introduced gradually for this purpose. The Law of the People’s Republic of China on Promoting Clean Production, which came into effect on January 1, 2003, stipulates that for those who use waste to produce products or recover raw materials from waste, the tax authorities shall reduce or exempt them from value-added tax in accordance with **relevant regulations. This provides solid policy support for the development of the recycled aluminum industry. In the jointly issued \"Opinions on Strengthening the Development of the Environmental Protection Industry,\" the former eight ministries and commissions, including the Economic and Trade Commission and the Planning Commission, identified the development of an environmental protection industry focused on the comprehensive utilization of \"three types of waste\" and the recycling of renewable resources as a new source of economic growth, assigning it priority for development within national economic and social development plans and long-term goals. Currently, recycled aluminum is moving toward standardization and regulation; especially after China’s accession to the WTO, its development pace has accelerated and this trend has become even more evident. China’s policy environment for the recycled aluminum industry will be further standardized; relevant laws and regulations will be gradually improved and refined, and the technical standards will be aligned with international standards by 2010. Experts generally agree that China has entered the middle stage of industrialization, with resources and the environment becoming the two major bottlenecks restricting economic development. Therefore, developing a circular economy becomes an inevitable choice for sustainable development. As a green industry, the healthy development of the recycled aluminum sector is not only important for the industry itself but can also serve as a breakthrough point for advancing a circular economy in developing countries. It should therefore become a focus for the further development of China’s aluminum industry.
