To the relevant organizations: The China Chemical Equipment Association has decided to hold the 17th Training and Assessment Course for Quality Assurance Engineers in National Pressure Vessel Manufacturing Units in Guilin, Guangxi, from April 11 to April 17, 2009. The relevant details are as follows: I. After reviewing the basic qualifications of the applicants, our association has approved the individuals listed in Attachment 1 to participate in the 17th Training and Assessment Course for Quality Assurance Engineers; please attend on time. II. Arrangements and requirements for training and assessment courses: 1. Quality management and quality control in pressure vessel manufacturing will be taught by Senior Engineer Zhu Pinchou from the China Chemical Equipment Association ； The role and significance of quality assurance engineers in pressure vessel manufacturing ； Common problems encountered by enterprises in the assessment processes for obtaining, renewing, and replacing permits for the manufacturing and design of pressure vessels. 2. Open-book exam: The examination content covers the relevant requirements outlined in Chapter 4, “Assessment Content, Methods, and Results,” of the \"Management Measures for the Training and Assessment of Quality Assurance Engineers in Pressure Vessel Manufacturing Units\". The reference material for the exam is the \"Training and Assessment Manual for Quality Assurance Personnel in Pressure Vessel Manufacturing Units\" (2008 edition, distributed at the training course) ； Please bring with you the \"Regulations on the Safety Supervision of Special Equipment\" (2009 edition), the \"Measures for the Supervision and Management of Boiler and Pressure Vessel Manufacturing\", the \"Requirements for Licensing Boiler and Pressure Vessel Manufacturing\", the \"Procedures for Licensing Boiler and Pressure Vessel Manufacturing\", TSG Z0004 \"Basic Requirements for Quality Assurance Systems in the Manufacturing, Installation, Modification, and Maintenance of Special Equipment\", TSG Z0005 \"Detailed Rules for the Evaluation of Licenses for the Manufacturing, Installation, Modification, and Maintenance of Special Equipment\", the 1999 edition of the \"Safety Technical Supervision Regulations for Pressure Vessels\", GB150-1998 \"Steel Pressure Vessels\", and GB151-1999 \"Shell and Tube Heat Exchangers\". In addition to the aforementioned materials, trainees from cylinder manufacturing units must also bring with them the 2000 edition of the \"Regulations on Safety Inspection of Cylinders\", the 2003 edition of the \"Provisions on Safety Inspection of Cylinders\", as well as a compilation of cylinder standards. Trainees from head manufacturing units are requested to bring along the JB/T4746-2002 standard for \"Heads for Steel Pressure Vessels\". 3. Defense: A defense is conducted on the quality management and control of pressure vessels by the candidates, covering relevant regulations, standards, and basic professional knowledge of pressure vessels. 4. Those candidates who meet the basic requirements, possess the necessary theoretical knowledge, and have achieved a satisfactory level in quality management assessment will be granted approval by our association, which will issue a certificate of qualification; such candidates will also be registered with the Special Equipment Safety Supervision Bureau of the General Administration of Quality Supervision, Inspection and Quarantine. 5. Participants in the training are requested to bring their own pen and notebook. III. Each trainee shall pay a training fee of 930 yuan (covering training, assessment, textbooks, etc.), and an event fee of 1000 yuan (covering field visits, etc.). Accommodation will be arranged by the organizing committee, and the cost will be charged separately. The conference arrangements for this training session have been entrusted to Guilin Guixing Hotel; therefore, the fee of 1,000 yuan will be covered by an invoice issued by Guilin Guixing Hotel.
