On the corrosion margin of composite plate columns

There is a composite plate tower made of 16MnR+00Cr19Ni10. The corrosion allowance specified in the drawing data sheet is 0. When submitting the inspection request, the labor department raised doubts, stating that corrosion on the outside of the base layer should also be taken into account. I explained that the calculations took into account only corrosion caused by internal media, as atmospheric corrosion was not considered (since the area is not in harsh conditions), and that the outside surface was protected by anti-rust paint. Yet this was not accepted. How should I explain this to them?
