Operating costs for online monitoring equipment

Since the online monitoring equipment has not undergone testing and acceptance, should the operator charge a service fee?
Personally, I believe that no operation fees should be paid; they should be paid only after the equipment has been inspected and accepted.
Operation fees can be charged only after debugging is completed and the system is put into use.
Who is the main entity responsible for installing online monitoring equipment? If it is an **administrative unit, of course a certain amount of operation fee is charged after the acceptance process, and this fee should not be high. If it belongs to our own unit, no operation fees will be provided.
Why do I need to pay operation fees? Isn’t it owned by the companies themselves? Here, we use manufacturers designated by the Environmental Protection Bureau, and it is the companies that are required to purchase from them.
