Calculation of the eight-character blind plate?

For the calculation of the eight-character blind plates, flat covers and flanged covers are both used. The latter seems to be safer; could you please explain what the mechanism behind this is? Is there a better way to calculate it?
The design basis for both is the same, which is the plate theory. You can refer to the sections on “Chemical Vessels” or “High-Pressure Vessels” in the comprehensive book on chemical equipment design.
