I’m confused – on your Hebei Construction Professional Information Website: http://www.hebzc.gov.cn/, there is no registration window. I found on their website: the phone number for the registration and exam department is 87908201. Try to ask around; I hope it helps.
The specific dates vary from place to place; you can check them by searching the employment websites of each region online. Generally, applications start to be accepted in May or June
I also recommend checking the local personnel examination website, as the information is usually posted there. You can also simultaneously check the personnel examination websites of other cities that released information earlier. You can also ask the China Survey and Design Association; they hold training courses.
