These regulations are formulated in accordance with the requirements of Sinopec’s Document No. 201 on safety management for preventing hydrogen sulfide poisoning, and taking into account the actual conditions of the enterprise, in order to prevent accidents related to hydrogen sulfide poisoning during the production process and to protect the lives and property of employees. 2 Start from the source to prevent hydrogen sulfide poisoning and eliminate the hazards of hydrogen sulfide to workers. In all new construction, renovation, and expansion projects, the facilities designed to prevent hydrogen sulfide poisoning must be designed, constructed, inspected, and put into use simultaneously with the main project itself, so as to ensure that the hydrogen sulfide concentration in the working environment meets the **occupational safety and health standards**. 3 Fixed hydrogen sulfide detectors must be installed in areas where there is a risk of hydrogen sulfide gas leakage. The installation rate, integrity rate, and utilization rate of hydrogen sulfide detection alarms must reach 100%. 4 All production units must conduct surveys on sulfur distribution in their respective production areas, and prepare a \"Process Flow Diagram of the Sulfur Distribution System\" as well as a \"Plan View of Sulfur Distribution\" using standard drawing methods. When there are changes in the processes or equipment of the sulfur distribution system, updates must be made promptly, and reports must be submitted to the Department of Safety and Environmental Protection in a timely manner. In areas where there is a risk of hydrogen sulfide leakage, warning signs and wind vane markers must be installed; the warning signs should specify the protective measures to be taken during operations. 5 All production units must develop emergency plans to prevent hydrogen sulfide poisoning based on the distribution of hydrogen sulfide within their respective units, and carry out drills for these emergency plans in a planned manner. 6 Production units exposed to the hazards of hydrogen sulfide must be equipped with portable hydrogen sulfide detectors and alarms, as well as appropriate gas protection equipment. They must also establish regulations for the management of such protective equipment and assign designated personnel to oversee its use. Production units must provide appropriate protective equipment for workers operating in hydrogen sulfide environments. 7 No one shall enter areas where the hydrogen sulfide concentration does not meet **occupational safety and health standards or where the hydrogen sulfide concentration is unknown, without wearing appropriate protective equipment. The hydrogen sulfide concentration is unknown; isolated protective equipment must be used. It is strictly prohibited to remove protective equipment in areas with hydrogen sulfide gas. 8 When working in areas with hydrogen sulfide, there must be a dedicated supervisor present, and the supervisor must be equipped with appropriate protective gear along with the workers. When working above equipment used for the production, storage, or transportation of hydrogen sulfide-containing media, one must stand upwind, with one person working and another acting as a supervisor. 9 It is prohibited to force others to work in areas containing hydrogen sulfide or where the concentration of hydrogen sulfide is unknown, without appropriate protection. In the absence of appropriate protection, workers have the right to refuse to carry out the task and can report directly to the higher-level safety authorities. 10 All production units must regularly monitor the hydrogen sulfide concentration in their production areas. In those areas that do not meet **occupational safety and health standards**, it is necessary to identify the causes and take timely and effective corrective actions, while also keeping proper records of the monitoring and corrective actions carried out. 11 It is prohibited to release gases containing hydrogen sulfide into the atmosphere; sulfur-containing wastewater must be transported in a sealed manner to a wastewater stripping unit, and it is strictly forbidden to discharge it directly into other wastewater systems. The domestic water system in production units must be separated from the industrial wastewater system to prevent hydrogen sulfide from entering the domestic water system. 12 Sampling and water separation operations in hydrogen sulfide-containing media should be gradually and systematically converted to closed systems in order to fundamentally reduce the hazards posed by hydrogen sulfide. 13 All personnel entering areas where hydrogen sulfide is present or may occur must receive training on \"Knowledge of Preventing Hydrogen Sulfide Poisoning\" and pass an assessment before they can enter such areas. \"Knowledge on Preventing Hydrogen Sulfide Poisoning\" should include the following contents: Operating procedures — Hydrogen sulfide distribution in the workplace ; ——Physical and chemical properties of hydrogen sulfide and its mechanism of poisoning ; ——Safety procedures and regulations for working in environments with hydrogen sulfide ; ——The characteristics, protective capabilities, usage methods, and routine maintenance requirements of various protective equipment ; ——Basic knowledge and skills for self-rescue and mutual rescue in hydrogen sulfide poisoning. 14 When working inside equipment used for the production, storage, and transportation of hydrogen sulfide-containing media, the process handling procedures and safety measures for such work must strictly comply with the \"Regulations on Safety Management for Work Inside Equipment\". 15 For workers who have been working in environments containing hydrogen sulfide for extended periods, health checks should be conducted regularly in accordance with **relevant regulations**, and those who are not suitable to continue working in such environments should be removed from there promptly. 16 When working in areas containing hydrogen sulfide, in addition to complying with these Provisions, the relevant Provisions must also be followed. 17 In the event of any discrepancies between these Provisions and Sinopec’s Safety Regulation No. 201 on Safety Management to Prevent Hydrogen Sulfide Poisoning, Sinopec Petrochemical Group Corporation’s Safety Regulation No. 201 on Safety Management to Prevent Hydrogen Sulfide Poisoning shall prevail. 18 These Provisions shall come into force as of the date of issuance. 19 These provisions shall be interpreted by the Ministry of Safety and Environmental Protection.
