Just as with environmental protection, safety efforts require more than just verbal emphasis from leaders; they need financial investment as well. Private enterprise owners will only allocate a portion of their profits to address safety and environmental issues once they have accumulated sufficient capital. This is a characteristic of China – people tend to get on the bus first and buy a ticket later. In my opinion, it is only by shutting down those enterprises that do not comply with the regulations and preventing them from operating that true responsibility is fulfilled.
From the very beginning of plant construction, safety must be treated as the top priority; good safety habits should be developed, three-level safety training must be carried out, and an effective safety management system must be established and strictly followed. It is essential to adhere to these measures – otherwise, it will be very difficult to change habits that pose safety risks once they have been formed. When building a new plant or hiring new employees, safety must always come first.
The implementation of the system is key to success or failure, and improving employees’ safety awareness is an effective approach.

As a safety manager, one should study laws and regulations thoroughly in order to have a solid basis for actions. Safety education for employees must be pursued consistently. In short, the person is key.
