Our factory is adding 2 vertical atmospheric storage tanks of Class A/B type (400 cubic meters each) to the existing tank area. Our management says that this should be treated as a project: first, it needs to be registered with the Economic Commission, followed by an assessment of safety conditions, a safety pre-evaluation, and an environmental impact assessment... May I ask: (1) Is it necessary to do this? (2) Should material of Category A/B be treated as a separate project once it exceeds a certain quantity, following Procedure No. 8? (3) Can we just proceed with the design change?
