Regarding imported valves

Today I went to unpack several imported valves, which are long-neck angle valves used in air separation units; the manufacturer is Samson. I noticed that on one of them, the flange joint between the actuator and the valve body wasn’t tightened properly – it seemed that one side was tight while the other was loose, with uneven tightening. Some people on site said that imported valves shouldn’t be disassembled, while others said they need to be taken apart during installation. If anyone has experience with this, please advise me: should I send this valve back to the manufacturer?
At the site, remove it, replace the gaskets, and then tighten it again. That’s it.
