If you insist that they be highly competent, it will put a lot of pressure on them. Moreover, someone needs to stay at the lower levels of the hierarchy – if everyone becomes highly competent, then even the managers won’t have anyone to work under them (everyone will leave for other jobs). Talents are like those in a pyramid: the higher up you go, the fewer people there are. Many people end up achieving nothing throughout their lives, so there’s no need to force things in those areas.
