Scope: These standards specify the content and requirements for preparing chemical safety data sheets (CSDS). This standard applies to industrial chemicals, including elemental chemicals, compounds, and mixtures, and does not apply to consumer-controlled goods for domestic use, small quantities of samples for scientific research purposes, and **special hazardous chemicals specified otherwise. 2. Referenced Standards The provisions contained in the following standards become part of this standard by being referenced herein. At the time of standard publication, all versions shown are valid. All standards will be revised, and those using this standard should consider the possibility of adopting the latest versions of the following standards. GB13690-92 Classification and Marking of Commonly Used Hazardous Chemicals; GB6944-86 Classification and Numerical Identification of Dangerous Goods; GB/T15098-94 Principles for Classifying Packaging for the Transport of Dangerous Goods; United Nations Recommendations on the Transport of Dangerous Goods (abbreviated as UN RTDG); Rules for the Management of the Transport of Dangerous Goods (issued by the Ministry of Railways), 1995. 3. Content: The Safety Data Sheet (CSDS) includes the following sixteen sections. 3.1 Chemical product and company identification: It mainly indicates information such as the name of the chemical product, the name of the manufacturing company, address, postal code, phone number, emergency contact number, fax number, and email address. 3.2 Composition/Information on Ingredients: Indicates whether the chemical is a pure substance or a mixture. For pure chemicals, their chemical name or trade name and generic name should be provided. For mixtures, the concentration or range of concentrations of the hazardous components shall be given. Whether it is a pure chemical or a mixture, if it contains hazardous components, a Chemical Abstracts Service registry number (CAS number) should be provided. 3.3 Hazard Summary A brief overview of the most significant hazards and effects of this chemical, including information such as hazard categories, routes of exposure, health hazards, environmental hazards, and fire/explosion risks. 3.4 First-aid measures refer to the simple procedures for self-rescue or mutual rescue that need to be taken at the scene when workers are accidentally injured, including first-aid measures for eye contact, skin contact, inhalation, and ingestion. 3.5 Fire-fighting measures refer mainly to information on the physical and chemical hazards of chemicals, suitable fire extinguishing agents, unsuitable fire extinguishing agents, and individual protective equipment for firefighters. This includes details such as hazardous properties, fire extinguishing agents and methods, as well as precautions for using them. 3.6 Emergency response to leaks (accidental release measures) refer to the simple and effective emergency actions, precautions, and elimination methods that can be employed at the scene in the event of a chemical leak, including emergency procedures, protection for emergency responders, environmental protection measures, and methods for eliminating the hazard. 3.7 Handling and Storage refers primarily to information on the handling of chemicals and their safe storage, including safety precautions during handling operations, as well as conditions and precautions for safe storage. 3.8 Exposure Controls/Personal Protection: Protective methods and measures taken to safeguard workers from the hazards of chemicals during the production, handling, transportation, and use of such chemicals. These include: maximum allowable concentration, engineering controls, respiratory protection, eye protection, body protection, hand protection, and other protective requirements. 3.9 Physical and Chemical Properties: These provide information on the appearance and physical and chemical characteristics of chemicals, including: appearance and physical state, pH value, boiling point, melting point, relative density (water=1), relative vapor density (air=1), saturated vapor pressure, heat of combustion, critical temperature, critical pressure, octanol/water partition coefficient, flash point, ignition temperature, explosion limits, solubility, main uses, and other specific physical and chemical properties. 3.10 Stability and Reactivity: This section primarily provides information on the stability and reactivity of chemicals, including stability, incompatible substances, conditions to be avoided to prevent contact, polymerization hazards, and decomposition products. 3.11 Toxicological information provides data on the toxicity of a chemical, including acute toxicity under various exposure conditions (LD50, LC50), irritancy, sensitization, subacute and chronic toxicity, as well as mutagenicity, teratogenicity, and carcinogenicity. 3.12 Ecological information primarily describes the environmental and ecological effects, behavior, and fate of chemicals, including biological effects (such as LD50), biodegradability, bioaccumulation, environmental migration, and other harmful environmental impacts. 3.13 Disposal refers to the safe methods for handling chemically contaminated packaging and chemicals that are no longer useful, including the disposal methods and precautions involved. 3.14 Transport information mainly refers to the requirements for the packaging and transportation of chemicals domestically and internationally, as well as the classification and numbering of transportation regulations. This includes: hazard material numbers, packaging categories, packaging markings, packaging methods, UN numbers, and precautions for transportation. 3.15 Regulatory information mainly refers to the legal provisions and standards related to chemical management. 3.16 Other Information: This section provides other information that is important for safety, including references, the time of form filling, the department that filled out the form, and the unit responsible for data verification. 4 Requirements for Preparation and Use 4.1 Preparation Requirements The sixteen items specified in the Safety Technical Instructions must not be deleted or combined arbitrarily during preparation, nor may their order be changed. The requirements, boundaries, and hierarchy for filling in each item shall be followed according to the \"Filling Guidelines\". Sixteen of these items are mandatory, while each sub-item offers three options; those marked are required to be filled in ; For items marked, if there is no data available, the reason for the lack of data should be indicated (such as no information available or data is meaningless) ; For items marked, if there is no data, this item may be omitted. The main text of the Safety Data Sheet should be written in standard Chinese characters that are concise, clear, and easy to understand. Digital data must be accurate and reliable, with a comprehensive system. The contents of the Safety Data Sheet must be updated every five years, starting from the date on which the chemical was manufactured. If new hazards are identified, the manufacturing company must revise the contents of the Safety Data Sheet within six months after such information becomes available. 4.2 Types: Safety data sheets are prepared on a basis of \"one sheet per product type\"; the data sheets for similar products or substances cannot be used as substitutes for one another ; For the mixture, it is necessary to specify the hazardous components and their concentration ranges. The data entered should be reliable and well-founded. When a chemical has more than one type of hazard, its primary and secondary hazards, as well as first-aid and protective measures, should be described comprehensively. 4.3 The Safety Technical Data Sheet is prepared by the manufacturers and suppliers of chemicals, and is provided to users upon delivery of the products, circulating in the market along with the goods as a service to the users. When receiving chemicals for use, users must carefully read the technical instructions to understand and be aware of the hazards associated with those chemicals. They should establish safe operating procedures based on the specific conditions of use, select appropriate protective equipment, and train the personnel involved in handling the chemicals. 4.4 Reliability of Data The values and information provided in the safety technical documentation must be accurate and reliable; the reference materials used should be authoritative, and it may be necessary to consult specialized occupational safety and health agencies at the provincial level or above.
An MSDS (Material Safety Data Sheet) is a safety data sheet for chemicals; it can also be referred to as a technical safety data sheet for chemicals or a safety data document for chemicals. In Europe**, MSDS is also known as a Safety Technology/Data Sheet, or SDS (Safety Data Sheet). ISO 11014 uses SDS terminology, whereas the United States, Canada, Australia, and many countries in Asia use MSDS terminology. ^+ J3E4 The MSDS is a comprehensive legal document that chemical manufacturing or selling companies are required by law to provide to their customers, detailing the characteristics of the chemicals. It provides sixteen items of information, including the physicochemical properties of chemicals, their flammability and explosiveness, health hazards, safe use and storage, handling in case of leaks, first aid measures, as well as relevant laws and regulations. Currently, a document similar to an MSDS, prepared by the International Programme on Chemical Safety, is the International Chemical Safety Card [International Chemical Safety Card (ICSC)]. Similar to the MSDS, the ICSC provides information on the healthy and safe use of chemicals. Today, 1,300 chemicals are listed in the ICSC. In addition to English, ICSC has been translated into 13 other languages. However, ICSC does not have **organizational regulations for the management of chemicals, and at the same time, certain warning standard phrases (R-Phrases) are also not applicable in some ** contexts. Therefore, ICSC is not a legal document; it cannot replace the MSDS that is currently in use internationally. Introduction to the Material Safety Data Sheet: The Material Safety Data Sheet, internationally known as the Chemical Safety Information Card and abbreviated as MSDS, is a document used by chemical manufacturers and importers to describe the physical and chemical properties of chemicals (such as pH value, flash point, flammability, reactivity, etc.) as well as the potential hazards they may pose to human health (such as carcinogenicity, teratogenicity, etc.). It is a comprehensive document containing information on the flammability, explosiveness, toxicity, and environmental hazards of hazardous chemicals, as well as details regarding their safe use, emergency response procedures in case of leaks, key physical and chemical properties, and relevant laws and regulations. It is an important document for conveying information on the hazards of chemicals. An MSDS provides a brief overview of the hazards of a chemical to human health and the environment, as well as information on how to handle, store, and use that chemical safely. As a service provided to users, manufacturing companies should supply safety data sheets along with chemical products, so that users are aware of the associated hazards and can take proactive precautions when using them, thereby reducing occupational risks and preventing chemical accidents. At present, developed countries such as the United States, Japan, and the European Union have generally established and implemented the MSDS system, requiring manufacturers of hazardous chemicals to provide a safety data sheet for their products whenever those products are sold, transported, or exported. In all countries, whether in domestic trade or international trade, sellers are required to provide legal documents that describe the products. Due to the differences in legal regulations regarding chemical management and trade in various **, and even across different states in the United States – with some of these regulations changing on a monthly basis – providing an incorrect MSDS or incomplete information can result in legal consequences. Therefore, the quality of the MSDS preparation is an important indicator of a company’s strength, reputation, and management level. The main functions of a Chemical Safety Data Sheet The Chemical Safety Data Sheet, as the most fundamental technical document for conveying information on product safety, serves the following purposes: 1. Providing information on the hazards associated with chemicals in order to protect those who use them; 2. Ensuring safe handling by offering technical information necessary for formulating safety procedures for hazardous chemicals; 3. Providing technical information that is useful for emergency response and accident management; 4. Guiding the safe production, transportation, and use of chemicals; 5. Serving as an important basis and source of information for chemical registration and management. It is important to keep in mind that the information provided on an MSDS may be the only source of information available to users; therefore, it is crucial to provide standardized, accurate, and comprehensive safety data sheets for products. Corporate Responsibility 1. Responsibilities of manufacturing enterprises (1) Manufacturing enterprises must prepare chemical safety data sheets that meet the required standards, in accordance with the laws and regulations governing chemical management in the countries to which their products are sold, so as to provide users with comprehensive and accurate information regarding the safe handling of those chemicals ; (2) Ensure that the content of the safety data sheet for the supplied chemicals is easy for operators to understand and accept ; (3) Ensure that workers handling chemicals can easily access the safety data sheets for those substances ; (4) Ensure that personnel who come into contact with chemicals have received proper training, and are able to correctly follow the procedures and methods for the safe use, storage of chemicals, and handling of accidents, as well as to take appropriate self-protection measures ; (5) In emergency situations, provide medical staff with information regarding the chemical composition and other related product details that are considered trade secrets, in a timely manner ; (6) Be responsible for updating the safety data sheets for the company’s products (this is required every 5 years; updates must be made promptly in case of changes in laws and regulations, or new findings or regulations regarding chemical safety). 2. Responsibilities of the enterprise (1) Request the latest version of the chemical safety data sheet from the product supplier ; (2) Review the Chemical Safety Data Sheet obtained from the supplier, and supplement it based on the specific usage of such chemical products in the company’s production processes ; (3) The revised safety data sheet from the manufacturing enterprise should be obtained promptly. Based on the actual production conditions, it is essential to provide the manufacturing enterprise with detailed information to update the contents of the chemical safety data sheet, and use this information to revise the safety technical operating procedures for the production and use of hazardous chemicals in our own enterprise ; (4) Ensure that personnel working with chemicals have received proper training, enabling them to properly understand the procedures and methods for safe use, storage, and handling of chemicals, as well as to take appropriate self-protection measures. 3. Responsibilities of enterprises engaged in the handling and sale of chemicals (1) The chemicals handled by enterprises that deal in and sell chemicals must be accompanied by a safety data sheet, as a service provided to users ; (2) Enterprises that handle imported chemicals shall be responsible for obtaining the latest version of the safety data sheet from suppliers and importers, and providing it to users along with the products.
