I. Customer focus: The organization depends on its customers. Therefore, organizations should understand customers’ current and future needs, meet their requirements, and strive to exceed their expectations. Any organization (industrial, service-based, or administrative) provides products that meet customer requirements and expectations (including software, hardware, process materials, services, or combinations thereof). Without customers, an organization cannot survive. Therefore, any organization should always focus on its customers, regard understanding and meeting their needs as the top priority, and arrange all its activities accordingly. Customers’ requirements are constantly changing. To satisfy them and gain a competitive advantage, organizations should also understand their future needs and strive to exceed their expectations. For example, a construction company builds a steel-frame office building that meets high-quality standards, in accordance with the owner’s bidding requirements. To exceed the owner’s expectations, this engineering company made great efforts, which enabled the building to win an award and earn high praise from the owner; as a result, the company continued to win bids. Focusing on customers enables the establishment of a rapid response mechanism to the market, enhances customer satisfaction and improves customer loyalty, thereby bringing greater benefits to the organization. Applying the principle of \"customer focus,\" the organization will carry out the following activities: (1) Investigating, identifying, and understanding customers’ needs and expectations. Customers’ needs and expectations are primarily reflected in the characteristics of the products. For example: product compliance, reliability, usability, delivery capability, services after product implementation, price, and costs over the life cycle, etc. Some requirements are also reflected in the process aspect, such as the technological requirements for the product. An organization should identify who its customers are and determine what their requirements are. Express the customer’s requirements in organizational terms, and understand and grasp them. For example, if a company plans to open a food service business in a residential area, it should first understand the target customer base, determine the positioning of the food service, and decide on the appropriate scale for the restaurant. Standard GB/T19001-2000 specifies how to identify customer requirements related to products, and sets clear requirements for the determination, review, and communication of such product-related requirements (7.2). (II) Ensure that the organization’s objectives are aligned with customers’ needs and expectations. The top management should, in light of customers’ current and future needs and expectations, aim to achieve customer satisfaction by ensuring that these needs and expectations are identified, translated into requirements, and fulfilled (5.2). Standard GB/T19001-2000 requires that the top management, when establishing quality objectives, take into account elements necessary for meeting product requirements (5.4.1, 7.1.1). Products are primarily driven by customer requirements, and these requirements reflect how an organization aligns its objectives with customers’ expectations and needs. (III) Ensure that customer needs and expectations are communicated throughout the organization. All activities of the organization should be aimed at meeting customer requirements; therefore, it is necessary to strengthen internal communication so that all members of the organization can understand customer needs and expectations and know how to act to fulfill them. The GB/T19001-2000 standard requires that the quality policy (5.3) and quality objectives (5.4.1) include customer requirements, and that they be communicated and understood within the organization. It further requires that the top management establish communication processes to discuss the effectiveness of the quality system (5.5.3). (IV) Measure customer satisfaction and take corresponding actions or measures based on the results. Customer satisfaction refers to opinions regarding the extent to which certain aspects meet their expectations. The purpose of measuring customer satisfaction is to evaluate whether the intended goals have been achieved, providing a basis for further improvements. There are various methods for measuring or evaluating customer satisfaction. The measurement and evaluation results will indicate the activities that need to be carried out or further improvement measures. Standard GB/T19001-2000 explicitly requires the monitoring and measurement of customer satisfaction (8.2.1). Organizations can use data analysis to provide the information needed regarding customer satisfaction (8.4), and further achieve continuous improvement (8.5.1) through corrective actions (8.5.2) and preventive actions (8.5.3). (5) Systematically manage relationships with customers. The relationship between an organization and its customers arises from the organization providing products to those customers. Good customer relationships help maintain customer loyalty and improve customer satisfaction. Systematically managing customer relationships involves many aspects. The GB/T19001 -2000 standard systematically sets out requirements from various aspects. As mentioned in customer communication (7.2.3), it addresses how to establish contact and communicate with customers ; Taking care of customers’ property (7.5.4) helps build good trust among customers ; Providing qualified products (7.5.1) and implementing protection measures (7.5.5) can satisfy customers ; Information on customer satisfaction (8.2.1) and data analysis (8.4) can provide valuable insights for continuously improving the relationship with customers. It can be said that this forms a systematic activity. II. Leadership: Leaders establish a unified purpose and direction for the organization. They should create and maintain an internal environment that allows employees to fully participate in achieving the organization’s goals. In organizational management activities, these can be divided into activities such as formulating policies and goals, defining responsibilities, establishing systems, implementing plans, as well as controlling and improving processes. The quality policy and quality objectives constitute the organizational aspects of the organization’s mission, that is, the goals the organization intends to achieve. And the organization, product implementation, and related activities determine the direction of the organization’s operations. Only when the direction of operations is in line with the organization’s mission can it achieve that mission. The role of an organization’s leader lies in their ability to align the organization’s operations with its mission, to ensure consistency between them, and to create an internal atmosphere and environment in which all employees can fully participate in achieving the organization’s goals. By applying the principle of \"leadership,\" organizations typically take the following meaningful measures to ensure that employees proactively understand and consciously achieve organizational goals, to evaluate, coordinate, and implement quality activities in a unified manner, and to foster coordination across all levels, thereby minimizing problems. (1) Consider the needs and expectations of all stakeholders. The success of an organization depends on its ability to understand and meet the current and future needs and expectations of existing and potential customers and end-users, as well as to understand and take into account the current and future needs and expectations of other stakeholders. The top leader of the organization should manage it as a top priority (5.2). The needs and expectations of customers and other stakeholders are communicated within the organization (5.1, 5.5.3), laying the foundation for meeting the needs and expectations of those stakeholders. (II) Draw a clear vision for the organization’s future and establish strategic goals. The organization needs to create a blueprint for its future development and define a long-term vision. The quality policy provides this blueprint, with measurability, strategic relevance, and achievability being its key characteristics. The leaders of an organization should set goals that correspond to these characteristics, providing a fundamental guarantee for the organization to achieve its vision and implement its policies. Among the requirements for activities aimed at establishing a quality management system within an organization, the top management shall establish a quality policy and quality objectives (5.1), and break down these quality objectives at the relevant functional levels (5.4.1). These objectives should also take into account the product aspects (7.1), and they must be formulated within the framework of the policy (5.3). Policies and objectives should be evaluated through management review (5.6). (III) The establishment of values sharing, fairness, impartiality, and ethical concepts at all levels of the organization depends to a large extent on the organization’s management culture. Management culture is the set of behaviors and standards that bring together all members of an organization; it represents the organization’s goals, beliefs, ethics, and values, as well as its basic attitude toward handling internal and external affairs. Therefore, management culture has a direct impact on the effectiveness of management activities. Organizational leaders can establish a culture of value sharing at the organizational level by managing the culture, fostering concepts of fairness, justice, and ethics, valuing talent and every individual, promoting professional ethics, creating positive interpersonal relationships, and aligning the activities of employees with the organization’s policies and goals. Among the requirements for quality management system activities in an organization, it is necessary for managers to make commitments (5.1), and the establishment of a management culture can be achieved through training (6.2.2). (IV) Provide employees with the necessary resources and training, and grant them autonomy within the scope of their responsibilities. Leaders should fully motivate employees and unleash their initiative. The responsibilities and authorities of the organization should be defined (5.5.1), granting employees autonomy within the scope of their duties. Improve employees’ skills through training (6.2), provide them with appropriate resources for their work (6.1), and create suitable working conditions and an environment. Assess employees’ capabilities and performance, implement incentive mechanisms to encourage innovation. III. Full participation – Personnel at all levels are the foundation of an organization; only through their full participation can their talents bring benefits to the organization. Humans are both the subject and the object of management activities. The full exertion of people’s enthusiasm, initiative, and creativity, as well as the comprehensive development and improvement of their qualities, are not only the basic prerequisites for effective management but also one of the goals that effective management should achieve. Organizational quality management is implemented through the participation of personnel at various functions and levels within the organization in the product realization and support processes. The effectiveness of the process depends on the awareness, capabilities, and initiative of personnel at all levels. As market competition intensifies, the active participation of all employees becomes even more important. Full participation by everyone is a necessary requirement for the proper functioning of an organization. The core of full participation lies in motivating people; when everyone’s talents are fully utilized and innovation as well as continuous improvement are achieved, the organization reaps the greatest benefits. By applying the principle of \"full participation,\" the organization will take the following measures: (1) Every employee shall understand the importance of their own contributions and their role within the organization. Everyone should be aware of their own responsibilities, authorities, and interrelationships, as well as the goals of their work, its contents, and the requirements and methods needed to achieve those goals. They must also understand how the results of their activities contribute to subsequent steps and to the overall objectives, thereby facilitating coordinated implementation of various quality-related activities. Among the requirements for quality management system activities, both the manager’s commitment (5.1) and the manager’s representative (5.5.2) play a key role. The provisions on responsibilities and authorities (5.5.1) can create the conditions for this activity. (II) Address various problems with a sense of responsibility as the leader. In many situations, employees’ thoughts and emotions are unstable; when they make mistakes, they tend to complain, shirk responsibility, and try to shift the blame onto others. Therefore, managers should find a way to nip such excuses, which can arise at any time, in the bud. Furthermore, a sense of ownership should be fostered among employees. Enable everyone to take responsibility in their respective roles and fully utilize their individual potential. This approach can help define employees’ roles, specifying their responsibilities, authorities, and interrelationships (5.5.1). It can be achieved through training and education (6.2.2), by clarifying goals and requirements when assigning tasks (7.1), or by using data analysis (8.4) to determine the proper methods of work, enabling employees to handle and solve problems with a sense of ownership and responsibility. (III) Enable each employee to assess their performance based on their own goals. Employees can gain a sense of achievement from their work performance and become aware of their contribution to the entire organization; they can also identify areas for improvement by recognizing the shortcomings in their work. Therefore, properly evaluating employees’ performance can motivate them. Employee performance evaluation can be conducted through self-assessment or other methods (such as internal audits and management reviews). (IV) Encourage employees to actively seek opportunities to enhance their skills, knowledge, and experience. In process-oriented organizational activities, employees should be given more autonomy to think; they should not only improve their own skills but also learn the ability to assess and handle problems in a constantly changing environment, that is, they need to expand their knowledge and experience as well. As required in the general provisions on human resources of the GB/T19001-2000 standard (6.2.1), IV. Process approach: Managing activities and related resources as processes enables more efficient achievement of desired results. A set of activities that transform inputs into outputs by utilizing resources and implementing management can be regarded as a process. The output of one process can directly serve as the input for the next process or several processes. For an organization to function effectively, it is necessary to identify and manage numerous interrelated processes. Systematically identifying and managing the processes applied by an organization, especially the interactions between these processes, can be referred to as the “process approach.” The advantage of adopting a process approach is that, by considering the specific requirements of each process, as well as the resources required, the management methods and standards, and the measurement techniques, all these elements can be integrated organically and properly taken into account. This enables efficient use of resources, cost reduction, and shortened time cycles. Systematically identifying and managing the processes employed by an organization, especially by recognizing the interactions between these processes, enables one to grasp all the processes related to product realization within the organization, as well as to understand the inherent relationships and connections between them. By controlling activities, predictable and consistent improvement results can be achieved, especially by enabling the organization to focus on and identify opportunities for improvement in a prioritized manner (0.2). (I) To obtain the desired results, all activities must be systematically identified, as it is the activities that determine the output results. To ensure that the results meet the expected requirements, activities must be effectively controlled. Therefore, identifying activities, particularly by systematically identifying all relevant ones – that is, by taking a comprehensive view of all the activities involved in an organization’s product realization and their interconnections – enables the organization to adopt effective methods to control these activities. Systematically identifying all activities is a core emphasis of the GB/T19001-2000 standard. Such as the activities required by the product realization planning (7.1), product requirement review (7.2.3), design and development planning (7.3.1), procurement (7.4), production and service provision (7.5), etc. (II) Responsibilities and authorities for management activities Activities play an important role in determining the output results, and these activities should be carried out under controlled conditions; therefore, it is necessary to determine how to manage them. First, it is necessary to determine the responsibilities and authorities for carrying out activities and manage them (5.5.1). In the GB/T19001-2000 standard, design and development activities play a crucial role in the products provided by an organization; therefore, responsibilities and authorities regarding design and development must be defined (7.3.1). (III) Ability to analyze and measure key activities. Having the ability to identify key activities helps to determine whether the corresponding processes can achieve the desired outcomes. Therefore, the GB/T19001-2000 standard requires organizations to use appropriate methods to determine, analyze, and measure their capability in carrying out key activities (7.5.2.7.6.8.2.3). (IV) Identifying the interfaces between activities across different organizational functions as well as within individual functions: Typically, organizations assign multiple functional departments to handle the tasks related to various sub-processes (or stages) of a process. These functions may be within a process, or they may cover one or more processes. In a sense, the interfaces between activities within or across functions may well be the interfaces between processes. Therefore, identifying the interfaces for these activities will help ensure the smooth operation of the process. In quality management system activities, internal communication creates the conditions for managing such identification interface activities (5.5.3). In typical activities such as design and development, identifying and managing the interfaces between the various teams involved in the design will ensure that the outputs of design and development meet customer requirements (7.3.1). (5) Pay attention to various factors that can improve an organization’s activities, such as resources, methods, materials, etc. When factors such as resources, methods, and standards differ, the organization’s activities will operate in different ways, resulting in different or varied outcomes. Therefore, organizations should pay attention to and manage these various factors that affect or improve organizational activities. To ensure the ability to produce or supply qualified products, the GB/T19001-2000 standard requires identifying and determining the appropriate resources needed for the organization’s operations (6.1); these resources may include human resources (6.2), infrastructure (6.3), the working environment (6.4), etc. To ensure that the purchased materials meet the requirements, control should be exercised throughout the entire procurement process (7.4). In the planning activities for production and service provision, attention should be paid to and management of product-related information, as well as work instructions (7.5.1). V. The systematic approach to management: Identifying, understanding, and managing interrelated processes as a system helps organizations improve the effectiveness and efficiency with which they achieve their goals. To successfully lead and operate an organization, it is necessary to adopt a systematic and transparent approach to management. The term \"system\" here refers to the comprehensive consideration of all the interrelated or interacting elements within an organization that are necessary to achieve objectives. A set of elements constitutes a system. The relationship between elements, system components, and the whole. A system, relative to a higher-level system above it, is itself an element. Therefore, the relationships and impacts between subsystems, systems, and their surrounding environment arise. The elements within a system are not simply arranged in a random order; it is the sequence, relationships, and way in which these elements are organized that determine the structure of the system. The components of a quality management system are processes. An organic combination of a set of complete, interrelated processes constitutes a system. Identifying the processes that make up a system, understanding them, and managing them can help organizations improve the effectiveness and efficiency with which they achieve their goals. It is a systematic approach to management whose advantage is that it enables processes to coordinate with each other to maximize the achievement of desired outcomes. The GB/T19001-2000 standard applies the concept of a systematic management approach. Section 4.1 of the standard details the logical steps of a systematic approach to establishing a quality management system, based on this management philosophy. Applying the principle of the \"systematic approach to management,\" the organization will take the following measures: (1) Establish a system to achieve the organization’s goals with optimal results and maximum efficiency. Every organization has its own goals, and these goals are achieved through management activities. Management should be systematic, which can be achieved by establishing a framework and putting it into operation. A good system is a guarantee for achieving goals efficiently. The quality management system standards provide a systematic approach and logical steps (4.1) for establishing such a system, and also indicate that documenting such a system will make it clearer (4.2). (II) Understanding the interdependencies among various processes within a system: A system is composed of a set of interconnected processes and their interactions. The interactions and interdependencies among processes are manifested in the fact that the output of one process serves as the input for the next process. In fact, this relationship of interaction and interdependence is very complex. The interrelationships specified in the requirements for management activities (5), resource provision (6), and measurement, analysis, and improvement (8) for each process under the GB/T19001-2000 standard. (III) To better understand the roles and responsibilities necessary to achieve common goals, thereby reducing obstacles caused by overlapping functions. The quality policy and quality objectives constitute an important part of the organization’s overall goals. Top management and all employees should understand the significance of the overall goal for them, as well as their respective roles and responsibilities in achieving it. By clarifying functions, defining responsibilities and authorities, and fostering communication, obstacles resulting from overlapping functions and unclear responsibilities can be reduced or eliminated, thereby improving the efficiency of process operations. In the GB/T19001-2000 standard, the determination of responsibilities and authorities (5.5.1), internal communication (5.5.3), as well as the requirements regarding competence awareness and training (6.2.2) are the specific implementation requirements for this measure. (IV) The ability to understand the organization, and to identify resource limitations before taking action. Top management and the entire organization should have a clear understanding of the resources required to ensure the effective operation of the product realization processes and support processes, and they should ensure that these resources are available (5.1.6.1). These resources include human resources (6.2), equipment resources (6.3), working environment (6.4), and information resources, among others. (5) Set goals and determine how to carry out specific activities within the system. The goals of the system are achieved through the coordinated operation of the various processes that make up the system. Therefore, according to the organization’s goals, setting sub-goals for each process, operating these processes to achieve those sub-goals, and thereby ensuring the attainment of the overall goal, is an important concept in the systematic approach to management. Regarding the established overall goals and sub-goals, the specific activities carried out within the system may include the following aspects: A. The desired outcomes of the process and the criteria for meeting the required standards ; B. The way the process operates ; C. How to monitor, measure, and analyze ; D. Provision of resources ; E. Areas for improvement and methods of improvement ; F. Data collection, analysis, and use – the requirements regarding the planning of implementation processes as specified in the GB/T19001-2000 standard (7.1). (VI) Continuous improvement system through measurement and evaluation: The continuous improvement system can be implemented in various processes of an organization using the PDCA cycle method. For specific organizational processes, set process objectives in line with the system’s goals, ensure that these processes are carried out, measure and monitor product requirements or customer requirements against those objectives and report the results, and finally take actions to continuously improve the performance of the processes. The same PDCA approach can also be used to improve the system for both subsystems and the overall system. To achieve the above objectives, it is necessary to determine: A、how to monitor the performance of the process, including process capability and customer satisfaction (8.2.3, 8.2.1); B、what measurement and monitoring methods are required (7.6); C、how to analyze the information and what conclusions can be drawn from that analysis (8.4); D、how to improve the process (8.5); E、what corrective and preventive actions need to be taken (8.5.2, 8.5.3) ; F. Whether these corrective and preventive actions have been implemented and are effective. The systematic approach and the process approach to management are both distinct and closely related. Both methods focus on processes as their subject of study, and can employ the PDCA cycle. They both place emphasis on satisfying customers by identifying key processes within the organization and then carrying out continuous improvements to those processes ; The goal is always to promote improvements in processes and systems in order to enhance effectiveness and efficiency. The difference between the two is that the process approach focuses on studying individual processes, namely the inputs, outputs, activities, and required resources of a process, as well as the relationship between that process and its related processes ; The systematic approach to management focuses on studying systems composed of various processes and process networks, as well as how the operation of such systems can effectively achieve an organization’s goals. Clearly, the process approach is the foundation of the systematic approach to management. The systematic approach to management is to construct the various relevant processes that operate effectively into a functioning system, thereby achieving the organization’s goals efficiently. VI. Continuous Improvement: Continuously improving overall performance should be an eternal goal for an organization. Things are in constant development, going through a process from imperfection to renewal. People's expectations regarding the outcomes of processes are also constantly changing and rising, such as the requirements for the quality level of products (including services). Such developments and demands will drive organizations to improve. Therefore, organizations should establish an adaptation mechanism that enables them to meet the changing demands of the external environment; enhancing an organization’s adaptability means continuous improvement. The very existence of an organization determines the existence of such needs and the need for continuous improvement; therefore, continuous improvement is an eternal goal. Continuous improvement is a cyclical activity to enhance the ability to meet requirements. The objects of continuous improvement can be quality management systems, processes, products, etc. Continuous improvement can be managed as a process. In the management activities related to this process, emphasis should be placed on the goals of improvement as well as the effectiveness and efficiency of such improvements. Continuous improvement, as a management philosophy and an organizational value, is an essential requirement in quality management system activities (4.1). In summary, when an organization persists in continuous improvement and implements such improvements at all levels from a strategic perspective of organizational development, it can enhance its ability to respond quickly to opportunities for improvement, improve its performance, and strengthen its competitiveness. Applying the principle of \"continuous improvement,\" the organization will take the following measures: (1) Use consistent methods throughout the organization to continuously improve its performance. In the quality management system activities of an organization, the commonly adopted method for continuous improvement is to base it on the organization’s quality policy and quality objectives; by conducting internal audits and management reviews, any deficiencies in the quality management system can be identified. Data analysis can also be used to provide valuable information regarding the quality management system, processes, and products, which in turn leads to the implementation of corrective and preventive actions in order to achieve continuous improvement (8.5.1). Understanding and mastering this method of consistent improvement on an organizational level enables effective implementation of continuous improvement activities to achieve the desired outcomes. (II) Provide employees with training on the methods and tools for continuous improvement. Continuous improvement is a cyclical process of setting improvement goals, seeking opportunities for improvement, and ultimately achieving those goals. The implementation of process activities must employ appropriate methods and tools, such as quality management system audits (8.2.2) and the use of statistical techniques for data analysis (8.4). For an organization’s employees, true mastery of these methods can only be achieved through appropriate training (6.2.2). (III) Make the continuous improvement of products, processes, and systems a goal for every member of the organization. The ultimate objective of continuous improvement is to enhance the effectiveness of the organization’s quality management system, improve the capabilities of its processes, and ultimately boost product quality and assurance. Continuous improvement of products, processes, and systems is a fundamental requirement; it is widespread within organizations as well, and it is part of the daily work of every employee. It is appropriate to set continuous improvement in these areas as a goal for every employee, which can also help achieve the true purpose of continuous improvement. Therefore, according to the requirements of \"Product realization\" (7) in the GB/T19001-2000 standard, each activity requires an evaluation of its results, and this is something that every employee must carry out. (IV) Establish goals to provide guidance, and measure and track continuous improvement. Continuous improvement is a cyclical process; in each cycle of improvement efforts, corresponding goals should be set first in order to guide and evaluate the results of those improvements. The management review activity (5.6) exactly fits the basic scenario of this activity. VII. Fact-based decision-making methods Effective decision-making is based on the analysis of data and information. Successful outcomes depend on careful planning and sound decision-making prior to the implementation of an activity; decision-making is the process of selecting the best course of action before taking action. As a process, decision-making requires input of information or data. The output of the decision-making process, that is, whether the decision plan is ideal, depends on the input information and data as well as the quality of the decision-making process itself. The level of the decision option also determines whether a particular outcome is successful or not. As can be seen from the above, when the input information and data are sufficient and reliable, that is, when they can accurately reflect the facts, it lays an important foundation for decision-making. And the activities in the decision-making process should include some essential logical activities. For example, setting goals for decision-making activities, identifying the problems that need to be solved, determining the actions required to achieve those goals, and assessing the feasibility of the plans resulting from the decisions. This includes decision-making logical thinking methods, that is, methods for conducting logical analysis based on data and information. Perhaps statistical techniques are an effective mathematical tool. Formulating a decision plan according to this process should be feasible or optimal; it represents an effective decision, and it is also considered a fact-based approach to making effective decisions. The advantage of a fact-based decision-making approach is that decisions are rational, it enhances the ability to verify the effectiveness of past decisions based on facts, and it also improves the abilities to assess, judge, and make decisions. By applying fact-based decision-making methods, the organization will carry out the following activities ; (1) Ensure that data and information are accurate and reliable enough; this is a prerequisite for making correct decisions. In the GB/T19001-2000 standard, the control of records (4.2.4) constitutes the specific requirement for this activity. Effective communication activities (5.5.3.7.2.3) can provide accurate and reliable data and information. The control of monitoring and measuring devices (7.6) provides the most important foundation for ensuring the reliability and accuracy of measurement and monitoring results. (II) Ensuring that those who need data/information can obtain it is a guarantee for effective decision-making. In the GB/T19001-2000 standard, record retention (4.2.4) provides the necessary conditions to ensure this activity. The information on design and development inputs (7.3.2) provides designers with the necessary information. (III) Use the correct methods to analyze data. Statistical techniques can help us analyze data properly and accurately in order to obtain relevant information for decision-making. In the GB/T19001-2000 standard, many activities are subject to such requirements, such as the monitoring and measurement of processes (8.2.3), the general requirements for measurement, analysis, and improvement (8.1), and the measurement and monitoring of customer satisfaction (8.2.1). (IV) Make decisions and take actions based on factual analysis, weighing experience and intuition. By balancing the results obtained from data and information analysis with experience and intuition, it is possible to further assess and confirm the reliability of those results; decisions made based on reliable results are thus viable. Taking measures based on this plan will yield satisfactory results. In the GB/T19001-2000 standard, all planning activities (5.4.2, 7.1, 7.3, 7.5, 8.1, etc.) require a factual analysis as a basis, with the planning solutions being developed after weighing experience and intuition. Of course, data analysis (8.4) also includes such requirements; based on factual analysis, the measures taken will be rational and the results will be effective. VIII. A mutually beneficial relationship with suppliers: The organization and its suppliers are interdependent, and a mutually beneficial relationship can enhance the ability of both parties to create value. With the continuous development of production socialization, the division of labor in an organization’s production activities becomes increasingly detailed, and the degree of specialization grows higher. Typically, it is not possible for a single organization to process a product starting from raw materials all the way to turning it into a product ready for use by customers and selling it to them. This is often accomplished through the divided collaboration of multiple organizations, that is, via a supply chain. Therefore, any organization has its suppliers or partners. The materials, components, or services provided by suppliers or partners have a significant impact on the organization’s final products. High-quality products provided by suppliers or partners ensure that an organization can offer high-quality products to its customers, ultimately guaranteeing customer satisfaction. An expansion of the organization’s market creates opportunities for suppliers or partners to offer more products. Therefore, organizations and suppliers or partners are interdependent. Good cooperation and communication between an organization and its suppliers will ultimately enable both the organization and its suppliers or partners to enhance their ability to create value, optimize costs and resources, respond swiftly and flexibly to market or customer demands, thereby bringing benefits to both parties. Applying the principle of a mutually beneficial relationship with suppliers, the measures that an organization will take are as follows: (1) Establishing a relationship with suppliers based on a comprehensive balance between short-term gains and long-term benefits. Any organization has numerous suppliers or partners. Organizations have mutual interests with suppliers or partners. For the benefit of both parties, the organization should consider establishing partnerships or alliances with suppliers or partners (7.4.1). In such a situation, the organization must consider both short-term interests and the benefits that come from long-term cooperation. (II) Sharing specialized technologies and resources with suppliers or partners – Being fully aware that the interests of the organization and those of its suppliers or partners are aligned is key to carrying out this activity. Due to increasing competition and higher customer expectations, competition among organizations depends not only on the capabilities of those organizations but also on the capabilities of their supplier processes; therefore, organizations should consider allowing key suppliers to share their technologies and resources. (III) Identifying and selecting key suppliers: The organization should employ a process-based approach to identify the various sub-processes that make up the product realization process and their interactions, and use a systematic management approach to oversee this process. Identifying and selecting key suppliers or partners also forms part of the implementation process; appropriate suppliers can play a significant role in customer satisfaction and organizational performance. The scope of suppliers and partners may include: suppliers of materials or components, partners who provide certain processing services, and providers of specific services such as technical guidance, training, inspection, transportation, etc. (7.4.1). Organizations can provide information on suppliers through data analysis (8.4) for evaluation and selection purposes (7.4.1). (IV) Clear and open communication: The mutual communication between the organization and its suppliers or partners is an essential element for ensuring that the products meet customers’ requirements. Communication will enable both parties to minimize losses and maximize benefits. Generally, procurement information should be communicated (7.4.2), and the methods and channels for such communication should facilitate its implementation. (5) Evaluate and encourage the improvements made and the results achieved by suppliers. Implementing this practice will further strengthen the close relationship between the organization and its suppliers or partners, boost their enthusiasm for improving products, enhance the ability of both parties to create value, and jointly achieve customer satisfaction. The organizational data analysis (8.4) activities and the product verification activities carried out for suppliers (7.4.3) will provide accurate information for this activity.
