Regarding the issue with the top hook of the tower

Axial lugs are installed on the cylinder of the tower, which is over 40 meters tall, while side wall lugs are installed at the top of the tower. I would like to ask those with more experience: what is the purpose of the side wall lugs in this setup (are the axial lugs used primarily for lifting the tower)? Is it possible to remove the side wall lugs?
Are the side wall lugs used for lifting the vehicle during transportation?
The side walls are not necessarily used for lifting the tower; if your tower is a packed bed tower, the lifting lugs on the side walls are used for lifting the packing
This is generally used for the top suspension columns of the tower. I think the lifting lugs on the side walls of this tower are meant for moving the tower, or perhaps the tower is assembled on-site and it’s necessary to lift the top part of it.
