How to improve the flexural strength of inorganic waterproof sealing materials

I am currently working on a project involving inorganic waterproof sealing materials. However, after numerous experiments, it has been found that their flexural strength does not meet the required standards. The main ingredients used are ordinary cement mortar to which appropriate amounts of water glass, copper sulfate, and calcium oxalate are added. Yet no improvement in flexural strength can be achieved by adjusting the proportions of these ingredients. Could anyone please help me out? !
