Could the colleague from Haiyou please tell us whether the management of special equipment in our unit falls under the Equipment Department or the Safety Department? Which department is responsible for contacting higher-level supervision authorities externally?
The management of special equipment has certain particularities: it is under the responsibility of the Equipment Department, while installation supervision and inspection fall under the Project Department, and regular inspections are handled by the Equipment Department.
Whether it is special equipment or other types of equipment, they are all under the jurisdiction of the Equipment Department; it is also this department that handles supervision and inspection at higher levels. Our factory has a dedicated flaw detection team, which is also managed by the Equipment Department
It falls under the jurisdiction of the equipment management department, while the security department is responsible for registration and enhanced supervision; these two departments maintain relatively frequent communication regarding special equipment. The equipment department should contact **Technical Supervision**, while the safety department should contact **Work Safety Supervision**.
The daily management of special equipment falls under the Equipment Department, while safety supervision is handled by the Safety Department (Safety and Environmental Protection Section). **The competent regulatory department is the Special Equipment Management Section (Department) of the quality and technology supervision bureaus at all levels.
Of course, the Equipment Department is the department responsible for handling these matters; as for everything else, it requires the cooperation of various departments! Just like in our factory, the department in charge of operations is the Mechanical and Power Department; specific supervision is carried out by the Safety and Environmental Protection Department, while the inspection of special equipment is handled by the Testing Center. The “external contacts” you mentioned fall under the responsibility of the equipment department.
