We often see the operating rate of oil refineries. Can the operating rate be understood in this way?； For example, the designed production capacity of the equipment is 200,000 tons/year, and the equipment operating rate is 40%. Can it be considered that the actual oil refining capacity of the equipment is 80,000 tons per year?
