Issues with the inlet lines at the top of refined oil tanks

Our plant has 4 diesel storage tanks with a capacity of 30,000 cubic meters each, and there are no inlet lines. However, it often involves purging pipelines, resulting in significant vibration of the purging tank when oil is introduced from below, as well as relatively high oil loss. Are there any more advanced design examples? For instance, what are the advantages of jacking? Is it necessary to carry out expansion work after jacking to the bottom?
"The bottom-entry purging method causes significant vibration in the tank, and there is also relatively high oil loss; how do you carry out purging in normal operations? What does “bottom inlet” mean? Does it refer to the purge medium entering the tank? If it’s just for purging the pipeline, should the tank bottom valve be closed, with the purging medium connected after that valve?
Is your push line the so-called vent line? We usually use the vent line for scanning.
"“Bottom-in purging” means purging into the tank, right? Light diesel is purged into the tank, seemingly all from below. It hasn’t been designed to be entered from above yet. Generally, the inlet at the top is the line for high-temperature oil to enter the tank.
