How to handle the shutdown of the liquefied gas tank farm

After a LPG filling station stops receiving and supplying material due to shutdown, should all the inlet and outlet valves of the tanks be closed and then the pipelines flushed in order to address the pressure release issue, or is it better to leave the pipelines open to allow pressure to be released from the tanks?
All inlet and outlet valves of the tank should be closed, and the pipelines should be filled with water to serve as a water seal
