How to understand that the approval of drawings by an engineering company or design firm does not mean that the manufacturing plant is exempt from its responsibility for designing the construction drawings”
Their confirmation is only regarding whether it meets the process requirements; they don’t care about material selection, strength calculations, or manufacturing inspections.
My understanding is that the design unit responsible for the construction drawings must take full responsibility for the strength calculations and the overall structure as shown in those drawings, while other units are only responsible for verifying the drawings themselves, whether the design qualification stamps are valid, and whether the technical requirements meet the standards.

Issues related to the design, manufacture, inspection, and performance of the equipment itself should be the responsibility of the design or manufacturing company
I think the engineering company’s verification of the manufacturer’s drawings mainly involves further reviewing aspects such as the compliance of the design drawings, the compatibility of the materials and media used, and their conformity with the design specifications. The legal responsibility for the construction drawing design still lies entirely with the manufacturer.
Equipment safety is the responsibility of the design and manufacturing units, while process performance (whether it is easy to use and whether it can meet production targets) is the responsibility of the verification unit.
