If you use a canned pump to unload (po) a tank truck, will it collapse the tank truck? Where does this gas phase balance line come from? Is it led to the tank or the tank truck? There is a gas phase vent line at the pump outlet. Please explain in detail.

If you open the vent of the tanker, it won't get flattened! The cause of the collapse must be a vacuum. As long as the vacuum is broken, no matter what method is used, the effect can be achieved.
Connect the gas phase balance line well and keep it unobstructed, and the tank car will not collapse. Remember to ensure that the balance line is clear.

What the above mentioned are all correct. In your case, there should be a balance line between the tank truck and the storage tank to balance the pressure of the tank truck and the storage tank system. If in extreme cases, there is really no pressure, and then your tank truck is a closed container, so if the vacuum on the liquid level inside the tank truck is relatively high, it will cause pump cavitation.
The balance pipe between the tank truck and your storage tank is connected and cannot be deflated by suction.
