How to design a better line-sweeping dirty oil tank?

The line-sweeping dirty oil tank in my tank farm has a breathing valve, and the pipe that feeds the line is tied to the bottom of the tank. It feels redundant and wasteful to install a breathing valve. The top line is tied to the bottom of the tank and the purge line evaporates a lot of oil and gas, and the tank vibrates greatly. Are there any corresponding specifications?
