Today I noticed that on the upper end of the tube side head of a U-tube heat exchanger there is a vent hole, and at the lower end there is a drain hole; both of these holes are sealed with plug nuts. These holes increase the likelihood of leaks in the heat exchanger, and it seems they aren’t used regularly. Can they be removed?
The vent hole is used to remove air from inside the tube side when a medium is introduced there; the condensate drain hole is generally used to remove condensed water, and it is usually located on the shell side. Of course, if the medium in the tube side is a gas, it is also placed on the tube side. If the medium in the tube side is a liquid, then it should be a drain hole, which is used when it is difficult to remove the accumulated liquid from the tube side through the tube opening
It is used for releasing air or water during startup/shutdown or hydraulic testing

It is mainly used for venting at the top and inspection at the bottom during equipment hydrotesting, and the space at the bottom can also be used for draining condensate.
Look at the medium through which the process fluid flows; it must be a gas containing condensate water. The condensate is drained regularly at the lower end, while venting is hardly necessary at the upper end.
The function of the vent hole is to release non-condensable gases such as air from within the tube side, thereby eliminating their impact on heat exchange efficiency, while the condensate drain hole is used to remove some of the liquid that has condensed
