Should the predicate here be in singular or plural?

A, B, C, D are referred to in Clause 7.2. Here, A, B, C, D refer to a single entity; I think the predicate should be in singular form. Do anyone have any valuable suggestions? ? :The iron and steel industry is .............. Here, the singular form is also used.
The example given is a bit inappropriate. The iron and steel industry is, by definition, singular.
