Has anyone ever designed a packed distillation column with a tower diameter of only 300 mm but a tower height of over 10 meters? Is such a tower reasonably designed?

This structure should be feasible. 10 meters is not very high, and supporting a tower with a diameter of 300 is also simple.
The small tower I’ve seen has a diameter of 30 mm and a height of 4 m; I don’t think the length-to-diameter ratio of such a tower is a significant issue.
We have distillation columns here with a diameter of 300 and 500 mm and a height of about 20 meters; 10 meters in height is nothing
The key is efficiency. With such a small tower diameter, a distributor cannot be installed. A 10-meter-tall tower definitely can’t do without a distributor. Moreover, ensuring the stability of the tower once it is erected is also a problem.
Isn’t this height-to-diameter ratio a bit high? Is this a distillation tower? The estimated efficiency for distillation isn’t very high. It probably isn’t cost-effective. Installing the tower isn’t a problem; support structures for the equipment can be built on the floor at that time.
I haven’t designed it before, and in my opinion this design is unreasonable – the length-to-diameter ratio is too large; protection for this tower is a serious issue

It’s quite normal; it’s not high. The diameter of the distillation tower we designed is 400, and its height is over 20 meters. That’s the case for alcohol distillation towers as well – the tower diameter determines the production capacity, while the height is determined by the concentration of alcohol.
