Use of rotary vane pumps?

Rotary vane pumps are generally used as pre-pumps for vacuum equipment. Can a rotary vane pump be used on its own as a device for creating a vacuum?
It seems that rotary vane pumps have limited vacuum-pumping capacity; I think I read that in some book.
